@Praed - Just to provide a bit more detail: A stalemate line is a line of provinces where if the defender can simply write one specific set of orders every turn, and it is impossible for an attacker to ever break the position. These exist because in a lot of positions, the adjacencies are such that it is impossible to bring enough units to bear on the province you're trying to take - regardless of how many units the attacker actually owns. (i.e. there are more adjacent provinces on the defenders side of something than on the attackers side - meaning the defender can always have more supports than the attacker.)

mambo is 99% correct. There are some stalemate lines where the player on one side can theoretically advance, but to do so would be to sacrifice the guaranteed defense of the line. So it doesn't really matter that they could advance, because all they are doing is defending the line.

Most stalemate lines run from Switzerland to some edge of the board, although there are a couple exceptions. The main ones run from Switzerland to the northeast corner of the board and from Switzerland to the southwest corner of the board. There are a bunch of versions of each of these, but they all serve the same function.
