This is kind of an interesting topic, since conservatives and liberals seem to disagree on what the conservative and liberal positions are here.
As a liberal myself, I'd say that the liberal position on freedoms of expression and religion are pretty much what we have, in that the government is only very rarely allowed to restrict speech (note, that's different from social pressures), or promote a particular religion (I'm curious how people feel about religious exemptions from general laws. As a Buddhist, can I get an exemption from paying income taxes that support militaries as a contravention of the doctrine of non-harming, for example?)
I think that in fact, some of these different brands of conservatives don't agree. For example, small government conservatives probably like the idea that the government doesn't promote any particular religion, while certain religious conservatives love the idea, provided it is evangelical Christianity and not some other religion.
Altogether an interesting question!
