@Draug, I wasn't sure which Springdale you meant, so I didn't try to be state-specific. You're right Ohio has no such law. More to the point, though, why are you online telling people things are legal like you know what you're talking about when you don't know the law and, in fact, in over a third of states, they're _clearly_ illegal.
Now, in the rest -- yep, it would turn on fact-specific things like location, whether the owner was likely to look at the venue where he lost it, if he was identifiable, etc. In this particular case, of course, things all line up pretty badly for the thief.
"Finding a wallet, cleaning it out, and dumping it is not a criminal offense. Not even a misdemeanor."
So this, which says nothing about context, state, location, or anything else, is pretty much BS, which was my point all along.
