I think the opinions are clear - but there is also a quite clear reason why some people do it!
lets say you get a country you dont like to play - most players have such a country, and they vary due to playing style and experience - what do you do? play it out, or enter CD right away, hoping for everyone to vote cancel instead of draw.
if the game is cancelled, the CD will be nowhere in your record to show, and if the game is anon, noone will know you did it... most players dont like to draw, since it breaks their stats, not counting GR for draws within 1903 (right?).
one simple solution would be to make cancelled games accessible for everyone to see who played what country, plus let CD's count in players statistics - both cancelled CD's, CD's that later in the game turns into defeats, and CD's where your units manage to stay onboard right until the game is finished.
furthermore, the limit for replenished points at 100 could be decreased for every CD, say by 10

, generally dont care about the loss of points due to a CD.
