No, obi, not Imperial tyranny. But the Left generally feels the need to take control to ensure people don't fail. To take an example from the UK, traditionally benefits for those most in need of State assistance for food and shelter was paid, in a large part, directly to the landlord instead of the person. It was strongly believed by the Labour government that this was the best way, as the people will have to pay for somewhere to live anyway so why not the government do it for them and make sure there are no cock-ups (like the person blowing all the cash on drink in a moment of weakness, or something along those lines).
The Conservatives got into power and tried to change the system. Give the person all of the money each month and let them pay the rent themselves. It gives them responsibility, it puts trust in them, it gives them the ability to choose more of their own destiny, and it gives them a huge opportunity to make a hash of it.
The Conservative instinct is that it is better for people to have as much control over their lives as possible, to have the freedom to take action to make their lives better, and that the freedom to bugger things up is a price well worth paying. The instinct of those on the Left is to first ensure that a certain quality of life is guaranteed, and personal responsibility and growth can come later.
All political types (with very few exceptions) do what they do in an effort to make life a better place. It's just that Conservatives are far better at achieving it ;).
