He didn't cheat in round 1 of the gunboat tournament. He broke a site rule, sure, and yes I was informed and yes I made a decision and enforced a "ruling." The moderators enforced their own decision and ruling, which I did not agree with - obviously, though, I had no say in their decision.

It's interesting how all those hypocrites who first bumped to the thread to claim how the punishment for comunicating outside of the game wasn't hard enough doesn't mention the people who I was talking to.Was I talking to myself? Because if you got communication back that actually coordinated with you, then they were cheating just as much and should have received punishment as well. But if they did, as I did when someone once PMed me about a Gunboat, and turned you in, then they are innocent.

It comes down to their response. If they said "let's do this" and coordinated or if they ignored you (not technically a rules violation) or even turned you in, that makes all the difference.

I find communication via PM in a gunboat tournament very disconcerting. But not as much as I find this thread disconcerting. Can the mods and SD just please email eachother and close this thread? This isnt helping anyone.

As far as I can tell, no one, including the Mods or Kestas know what Split is talking about. I've just checked and all of his questions have been thoroughly addressed by myself, Ye, or Kestas. @ Split - Communication can be one way. I know English isn't your first language, but conversation is two way, communication doesn't have to be. So when you communicate with someone, that doesn't mean they responded. If they do respond, then it is a conversation. A transmission to another person who may or may not even have received it is a communication.

No, and as I said, they should have received a punishment as well based on their culpability and experience. In the gunboat tournament, they probably should have received an identical punishment (I think someone mentioned 30% of points) as you did.

As far as how the mods handled it, I do believe they should have deferred to the tournament's sponsor (Lando) for that and not ingored his wishes. It is his tournament after all and I would encourage them to respect his ownership as TD of the tournie in the future.
