While not directly impacted, the Sultan finds the German violation of sovereign French territory to be disturbing in the extreme, as the Chancellor had been speaking of peace mere hours prior to this. He wonders who will be the next to feel the blade of German treachery.

Her Majesty is also dreadfully concerned with the Kaisers foray into Burgundy. The French Minister has repeatedly expressed wishes that it remain a neutral territory as a sign of good faith of Germany.

Her Majesty wishes to ask the Czar as to his feelings towards allowing us to utilize the waters south of Norway should Her Majesty feel the need to com to France's aid.

The Kaiser understands how his current position is a breach of treaty, but did so to ask France one thing: Would you mind disbanding the Army in Burgundy? I would much rather have a fleet at my disposal.
Maica (145 D)
04 Nov 08 UTC
The Kaiser still wishes for peace, but also wishes for a fleet to that he is not constrained to the continent. The Kaiser would also like to inform the President of the French Republic that he has agreed to the terms of his Mutual Defense Treaty, and will so ratify it. If France would like to involve the British they may, and if not then that too will be accepted. I understand my last move looks Brash, but it was a necessary evil. We assure not only the French, but the British, Turkish, and Russians that no one may expect war with Germany without good cause.

To those we have trusted.... in vain:

Alas Germany, the time for asking the French to do this or that for you is past. We are prostrate no longer.

Perhaps, had Germany negotiated this 'organized disbanding' with us prior to the ripping up of our treaty of mutual respect and invading our fine lands we might have agreed.

But now, the beautiful vineyards of Burgundy have been ravaged, the valleys of the Rhone torn up, the proud people of these lands displaced, and no Frenchmen in in his right mind will ever trust the vile Germans again.

We have heard from our mutual allies abroad thier concern about this violation of French sovereingty and we invite them to join us repulsing the German force and preventing the Huns from ever again threatening the citizens of the Third Republic.

Well, not so much Turkey, but perhaps Britain would work with us in organzining punitive measures against Kaiser Willhelm for his breaking of the peace in the west?

We heard his desire for another fleet, perhaps an indication that German treachery may not extend only to France?

Also, to Italy, perhaps you would be willing to divert attention from one Germanic empire to the one farther west?

To all other powers with which we have cultivated good relations, we affirm our good will and ask you to do the same in this time of tribulation.

Our reaction to this German intrusion into our lands will be swift and with vegeance, as promised.

With a drawn sword and a mighty heart,
Théophile Delcassé

The germans have stated there reasons for entering Burgundy. We are not so dumb to think we could possibly hold the territory. We ask Russia if Such an outbreak of war would occur with Britian and France if they would come to our aid.

To France, you may protest as you like, but we ask only that you disband Burgundy. no support shall be given to it, no movement of the army. we have created a wall so that it might disband easily.

To the Sultan, we have done nothing to you, nor have threatened any nation in any way. We pose no threat to france, simply look at the map.

It has been Germany that has sought peace between France, England, and ourselves. It has been other countries that have tried to rip these nations apart.

Germany failed to announce its intentions, and understands the repercussions. But to Britain we ask who has been by your side this entire time? It was France who did not want you on the continent, whom refused to allow you to access your own lands.
GL2814 (134 D)
04 Nov 08 UTC
In response to the Kaiser's latest dispatch.
Despite the early misgiving of France, Her Majesty considers both France AND Germany among our allies. Had the situation been reversed and it had been a French platoon that had entered German space, our reaction would have been similar.

While Her Majesty, at the moment, still considers both France and Germany allies, she is on record as saying that excursion into Burgundy was a foolish and reckless move. The Kaiser must have known what it would look like when his two armies moved towards France as well, and the lack of communication strikes us as a reactionary test.

That is unfortunate, for now we have the difficulty of maintaining that were the situation reverse, and France had moved towards Germany, our reaction would be just as swift in the other direction.

Her Majesty was reacting as if the three-way treaty were already in effect, and perhaps that was a mistake on her part. Still, you will find Britain loyal to those who are loyal to us.

Our contacts in the palace have this to report. King Victor Emanuel's magictrate meeting was interrupted by the arrival of a diplomatic pouch. It is said the King opened the pouch read the contents. His face turned red and was heard to say "that drunken fool" and stomp out of the room.

Those close to the King tell us that the communica was from the Austrian Govt. They stopped Tittoni at the border where 'he' Tittoni, said he was just escorting the beautiful Hiede back to her living quarters. The austrian government looks suspiciously upon this action.

To the Germanic Invader:

In your scrambling and hurried excuses for your actions, you fail to understand what exactly it means to take responsiblity for one's actions.

One does not simply break a treaty, invade a country, and when the international comunnity expresses concern say: "whoops, I forgot to tell you. Actually, this is all part of a plan I have. You can have your country back. Is that cool?"

Would it be cool if French armies razed Munich and then say, "its OK, kill our army. We didn't want it anyway".? I should think not.

You broke our trust and its not coming back anytime soon.

Now, to Britain we ask:

In order to ensure we can protect ourselves from future Hunnic incursions, our defense ministry says that an occupation of the Ruhr would be a necessary precautionary and punitive measure. Would you consider supporting us in?

Perhaps we can also discuss a mutually beneficial partnership for ensuring war does not overwhlem either of our two nations?

Pre-emptively, I declare that no French fleet will ever attempt to occupy the English Channel without British aquiesence, nor will French fleets occupy the North Atlantic or Irish Sea, (these two seas we recognize as British terrirtorial waters).

As a further expression of our committment of peace with the English Crown, we will also be leaving the Mid Atlantic Ocean empty of fleets in the forseeable future. This prevents even theoretical attacks on Britain by France.

I hope we can work together more comprehensively, and I once again thank the Queen for withdrawing from the Channel. I bow to her Majesty with added flourish.

We would like to bring the war to the Germans and dictate a ceasefire with the Ruhrian soil underfoot, if the British will support our sentiments.

To Italy:

We are not quite sure what to make of recent actions, but we would like to discourage rash acts like the one supposedly committed by minister Tittoni.

Austria does not need the stress of 'incidents' on her western border, and we would like Italy to gain control of her ministers.

With a drawn sword and a mighty heart,
Théophile Delcassé
French Minister of Foreign Affairs

Now, finally: A news excerpt from a notable French Newspaper:

France rages at Hunnic Invaders!

Today, thousands of Parisians have poured onto to the boulevards of the French Capital to express thier outrage at the German invasion of France a week ago. Screaming, shouting, and carrying large banners, many people are expressing outrage at the French Governments lack of a war declaration and crying for a repulsion of German troops.

The circumstances and extent of the German invasion are not yet known, but it is confirmed that on the 5th of May, 1902 five German Army divsions crossed the Rhine Rive and penetrated into Germany.

The German Minister of War says this is merely a large Army drill gone wrong, but the French people are having none of this.
A French citizen from Lille is quoted as saying "Those f-ing German barbarians have invaded us twice in the last century, and they already have stolen French lands!! And now they expect to believe this is a drill!? Pleh, I say, we must make hard war on the bastards!"

The French Government has already expressed its concerns over the reported incusrions but has yet to make a formal declaration. Meanwhile, the German advance has slowed but seems to be consolidating, and most experts expect a formal declaration of war by the French Government to come soon.

Her Majesty is gravely concerned by the turn of events and wishes some time to mull over the matter, but did not want silence to be taken for a decision one way or the other.

As to the French request regarding an open Channel, Her Majesty will not send any ships into the channel without mutual agreement with France. It seems you blokes have enough to worry about.

As to the taking of Ruhr, Her Majesty has some serious questions that she would like to think through:
The first being why would Germany want another fleet? It seems that the Kaiser might want to build more ships to challenge the English Navy? To cut off the Royal Retinue in Belgium? The question Her Majesty wants to know is how France intends to get to Ruhr and will that endanger the Royal presence in Belgium to a point that we have no retreat.

The surrounding of the Belgian retinue by Germany is most disconcerting and Her Majesty is beginning to wonder if the German influx into France was not only to test the reaction of the community, but to set up an attempt at assassination by encircling Her Majesty. Fortunately, we have seen to such a dilemma by sneaking Her Grace across the edge of the channel in the middle of the night complete with Terriers so no hostage situation could occur that might sway the Queen to act other than on the behalf of Britain.

If Germany is serious about the last move being a training exercise, then he should immediately withdraw his troops to their former position.

If Germany does not acquiesce, then Her Majesty has no other recourse than to consider the incursion into Burgundy as an attempt to guage world response and to cover their tookus with the excuse of wanting to change troops, which seems innocent enough, but raises further concerns as stated above.

Her Majesty will weigh in again after some thought and careful reading of responses by the Kaiser.
Maica (145 D)

First of all, we ask that you not refer to the German peoples as hunns, we do not call you gauls. We are cut of the same Frankish cloth. We have stated our intentions numberous times, and we understand the anger of the french. Our actions shall speak louder than words. The french shall see that they will acquire their land of Burgundy without effort. It shall not be supported. We ask that the english follow their esteemed judgement in these times. If The germans had informed France of our measure it would have lead to the same result. France would have denied us the privelage to do so, and in turn the goal of building a fleet would have been vanquished. We hold no ill will towards the french, as we have been able to negotiate all things thus far. The Germans will offer no declaration of war, as we do not wish war. We understand the plight of the French, and do not disregard their interests.

The Kaiser still offers his 3 nation treaty, which shall take affect once all 3 nations have signed it. And at the earliest in the Fall.

To all other nations, we thank you for you restraint in these times. Should France declare war we ask you look at the honesty of Germany's intentions. We hope for the best.

From the Press in Wittenburg:

France misunderstands the purpose of German movements, we are not HUNNS
Maica (145 D)
04 Nov 08 UTC
The Germans do not wish a fleet for any other purpose than diplomacy. If such a thing shall be percieved as a threat by all then it shall be abandoned, and as England has asked we shall move our units out rather than the planned disband. We do not wish to remove the English presence in Belgium by any means, and asks England to remember it was Francem not Germany that eagerly wanted to withhold belgium from England.

The Kaiser has been rather busy today, and unable to respond when appropriate. There has been talk of elections in our country, and it was necessary that the Kaiser ensure his power.
Maica (145 D)
04 Nov 08 UTC
Out of Good Faith the garrison at Belgium shall be supported, and the Ruhr will remain vacated, so neither the French or British feel threatened.
GL2814 (134 D)
04 Nov 08 UTC
Her Majesty appreciates the gesture of good will from the Kaiser, but honestly cannot decide what to make of them.

With all due respect, noble Kaiser, you are either most crafty or most foolish. You either tested the world community as to an incursion into France, or you used your said ally's trust because you did not want to take the time to negotiate, but rather abused good will and faith to achieve your ends thinking you could make reparations later.

To France: Her Majesty *still* hopes that this can be worked out without full blown war. this is neither an acceptance or a denial to help you should war break out. Her Majesty wishes to observe and aid in diplomatic conversation over the next little bit, but you shall have your answer before the next time we need to reposition.

Were war to break out, and were Britain to come to France's aid, would France acquiesce to a fleet in the channel for the purpose of withdrawing our retinue should Belgium come under attack? This of course would only be in the extreme case that we found the North Sea out of our control.

To Britain:

Our response to both the eventuality of war and of peaceful settllement are as follows.

If Germany makes satiisfying reparations and follows through with her words, then France would consider signing a three way peace agreement with England and Germany.

We would desire however, a temporary military occupation of the Rhineland to help prevent this from occuring again.
In this situation, Britain would be encouraged to enter the Channel if she wishes, to help certify the safety of Belgium. Picardy would move to Burgundy, after our Parisian army moved from Paris to Burgundy and then to the Ruhr, hopefully with the help of both your army and the Italian army in Tyrolia.

However,

If Germany once again makes threatening moves, we would declare war, and a similar series of events would follow, except that Munich would be occupied by France, and Kiel occupied by England. We pray that this would never occur, but think it is prudent to plan for the dark possibilities. The wrath of the French is terrible indeed.

We wait for the passing of this Fall with heavy hearts. Will the Germans withdraw? Will they press further into the bosom of our nation?

We can only pray and hope.

Théophile Delcassé

Oh Her Majesty is quite clear that if Germany presses farther in to France then our fleet and our armies are at your side. If Germany withdraws, and reparations made, then we would also like to ratify our previously mentioned treaty.

I would caution the Kaiser to weigh his words carefully. As reluctant as Her Majesty is to enter into war, She hates it so much that she will do everything she can to make sure a war does not have to be fought twice.

A (translated) article from 'Le Petit Parisien':

French Army Responds vigourously to German Agression!!

Earlier today the 3rd Division of the French Army reached the city of Nancy near the German after a furious repatriation of French territory. No German resistance has yet been met, with German units fleeing rapidly in the face of the French Forward Cavalry advances. Reports suggest the main German army is now stationed on the Rhine near the city of Strasbourg.

The French Government has not made a formal declaration of war, but it is widely anticipated that the French will retaliate to the agressive German 'army drills' by occupying the regions of Alsace, Lorraine (previous French terrirtory) as well as an occupation of the German Rhineland, including the Ruhr Valley.

According to the Prime Minister, the Germans will pay terrirtorial reperations for their agression, or they will face a total War with France. Foreign Minister Delcasse is quoted as saying "any other nation would have pursued war immediately. It is a testement to French civility and restraint that we will consider a temporary cease-fire in exchange for territorial reperations."

Great Britain is widely expected to support the French diplomatic demands. The British foreign minister has repeatly critiqued German foreign policy and is reported to have deployed its High Sea into the North Sea off the coast Holland.

No response from the German government has yet been recieved.

To our Italian allies:

Firstly, as par our balancing initiative in the Mediterranean, we inquire as to whether the Italian government would still sanction the movement of our Mediterranean fleet into the Tyrhennian Sea.

Second, we would like for the Italian government to express its general geopolitical strategy, and wonder if it would be willing to aid our retaliation against German agression.

However, if the armies will be involved with other German speakers, France quite understands.

To the French Minister,

The Germany army which you have worried about has vacated the area of concern. However, you continue to ask other nations to aid your retaliation against the German Empire. Your presses speak of things which have not been discussed, and you speak as though you have declared war.

If you wish war that is your own doing. We could have held our position in Burgundy and did not. We were true to our word. No treaty can be signed by the nation of Germany if you wish to occupy it indefinitely.

We ask England to open negotiations with us as allies, not as a conquered nation. Her Majesty has been benevolent, seeking to ratify the 3 nation treaty. But she must understand that our industrial center lay in the Rhine. We would be willing to demilitarize the Ruhr.
