I have no problem with Russia getting 2018; it's European, relatively wealthy, a developing soccer market, and will be able to develop the infrastructure in time unless the bottom falls out of the oil market (which would also be an issue for Qatar). Russia fits pretty much every criterion you'd want in a World Cup.
Qatar, however, is a terrible, terrible decision. First off, the country is smaller than Connecticut. They're planning on having 6 stadiums in Doha. That ought to be a hoot. There's only one international airport in the country. Yeah, I can't see that being a problem, getting in roughly 500,000 passengers a day in through the one airport in the country. Two, it's an Islamic country. While the bid committee claims that alcohol will be allowed during the games, maybe people might want the occasional tipple afterwards. It's not like there's a fuck of a lot to do otherwise in Qatar, and I have to believe the inflation during the event will be completely ludicrous. Three, the average high in June and July is close to 40 C. Holy fuck. Who the hell wants to run in that. Or camp in that. Or do anything in that. Every stadium will have to be domed, which will be hideously expensive, given that precisely none of their stadiums are up to WC standard now, and 7 of them haven't even been started yet. It's a lovely gift to the people of Qatar, too. "Here's 12 stadiums for a country of maybe 2 million by the time the event kicks off. I'm sure we'll find something to fill the stadiums after the event, and they won't be gigantic derelict albatrosses around our development budget for two decades to come." Finally, and most insanely about this, FIFA just locked themselves out of a World Cup in China until 2034. Hey, why would you want to host an event like the World Cup in a place that's never had it and is the largest developing soccer market, and might well be the world's largest economy by 2022, when you could have it in a desert microstate with an economy entirely reliant upon one commodity? I get wanting to go to the dar al-Islam; I really do. So you pretty much guarantee Egypt in 2030 and knock out that and Africa in one fell swoop, or you keep Indonesia in the bidding process by signalling that they have a real chance at 2022 and get an Asian Cup. If FIFA wanted to put the World Cup in the Asian Confederation, Australia made so much more sense than Qatar it's ridiculous to the point of making me suspect outright bribery.
