To all who may be concerned:
I, Théophile have returned, and the opposition government of France has been relegated to its rightful status.
I am at once concerned and excited about recent developments in international events. All nations in the east and West seem able to get over thier differences and stand together.
Only Italy, it seems, remains exposed. The constant instability and repeated disorganization of political control in this Mediterranean nation suggests that the unfication of Italy as a great European nation was an embarrassing mistake.
It is time then, to return Italy to its status as a land divded and safeguarded by other, more trustworthy and responsible nations.
I hope all nations surrounding Italy can work together to gain control of Italy and split her up fairly. May I suggest that Tunis goes to France, Venice to Austria, and Naples to Turkey?
Rome can go to whichever power most able to take it.
To Germany:
I agree it is time to withdraw from Ruhr, as par our agreement. The French people have restituted, not least owing to the remarkable flow of Industrial goods produced by those fine Ruhrian factories.
The vineyards are repaired, the wounds healed. Let us both forgive the transgressions of another and unfiy with our mutual Island neighbour.
With the hope of future conciliation, I bid you all good day.
Théophile Delcassé
French Minister of Foreign Affairs
