The Sultan is willing to enter into a mutual protection pact with his neighbors, Russia and Austria. Similar to what is being proposed elsewhere in the world, the terms are as follows:
* No hostile acts against signatory powers. 'Hostile', in this case, includes attacking, supporting attacks, or failing to support agreed upon defenses. Details, of course, can be left to the diplomatic staff, but it should be fairly obvious to all what is intended in this clause
* An attack on one is an attack on all, and will bring an immediate response. This is meant as a defensive alliance, it should be noted, and the Sultan does not and will not encourage foreign adventurism on the part of his allies. Having said that, of course, it would be impossible to stand by while an ally was invaded by others, no matter the provocation.
The Sultan greatly appreciates the Austrian position re: Greece, but is still willing to consider ceding the territory next year. With two friendly powers on each border, the Sultan will not require a garrison in Anakra. In the current uncertainty in the world, Austria may find a new unit more useful than the Sultan.
The Sultan is more than willing to extend the treaty to the new government in Italy, but would need the consent of the other signatory powers before being able to make that offer.
