17 out of the last 18 elections it's been the case that if the Redskins win their last game before the election, the incumbent president wins; if they lose, the challenger wins.

Only in government do people run their tests on their live production system. Anyone doing this in the private sector would get fired - or go to jail. Can you imagine a bank providing bogus account balances to customers because they're testing their software?
Yes, giving faulty bank account statements is equivalent to this...
and unless im missing something the Columbus dispatch is a private organization. But I assume your statement makes some sense on some plane, so I'll pretend I understand how the guvment caused this

Just to help you out so you don't have to pretend, I'll explain to you how this works. Counties tabulate the votes on a computer system. Media outlets like the Columbus Dispatch connect to these systems and re-broadcast the results on their websites. The tabulating systems are tested before the election by election officials by feeding the systems dummy results which provide a pre-determined result. This is called "Logic and Accuracy" testing.

What has happened here is that the county is performing the L&A testing on their production system (a 'production system' is the system that is actually used to produce the product - in this case, an election) instead of having a test system to run it on (which is standard practice in the real world), and the Columbus Dispatch is simply publishing the results of the L&A test (without telling anyone that's what it is). At the very least the elections officials should've broken the connection that allows the media to report the results on the production system for the L&A test - the fact that they're not doing that demonstrates that the election officials are lazy and/or careless and should not be trusted to run an election.
