The rules I used for drawing the map were:
- no two adjacent territories owned by the same player
- no two territories in one national zone owned by the same player (i.e. France cannot own both Sevastopol and Livonia)
- everyone has five (one player four) supply centers at the end
- everyone has roughly the same number of non-SC territories (didn't measure this one, but in going through countries, just did a circle of colors minus England then filled out the gaps and replaced occasionally with England)
I did try initially to have no ownership of one's own country, not even non-SC zones, but this proved a very difficult map to make, and at the time I was pretty busy IRL. The closest I came to this was no home SC ownership (missed it by three though!).
The new rule, which Draug is working out for us (thank ye very much!), is only two units left on the board in North Africa and Tunis (without changing their end-map ownership).
One of the peculiarities that I came across was the ring around the Med. There are eight tiles, so I did edit the color circles I was doing to allow for a circle around the Med +1 extra (which fell to Russia, cannot recall precisely why). Now for the error on my map, Piedmont and Tyrolia are both Turkish. So that violates rule 1. We swapped Tuscany and Piedmont and Marseilles and Spain, and that is how we got to where we are now. I think there was suggestion to swap Piedmont and Rome, which I vetoed because it would upset the balance of SCs I had created.
