Probably. It wouldn't be that hard to code, I don't think. I'm pretty sure there are black box IM features you can add to sites. I don't know how much of a server load it would be, though...

Actually IRC is wildly popular. Almost any subject yo can think of has an IRC channel, which is why I thought it would catch on.

You could always use an IRC channel and have a web interface for it on the site as the chat client.
