Is there ever a reason to wait to build?
The only thing I can think of is something where the only SC they can build at is a DMZ. Anything else?

If you aren't sure if you want an army or fleet and you don't NEED the extra unit, it can be good to wait until the next year to see if you need the army or fleet more.

Also, if you waive a build early on and then stay one down for a year or two, you can surprise people with what appears to be an extra unit you shouldn't have. (I'm sure attentive players keep on the lookout for this, though)

If you want to build a fleet, but your coastal province or provinces are occupied, it's probably better to wait.

There are many more reasons to decline to build or 'waive' depending on your game culture terminology.

The main reasons can be summed up as follows:
DIPLOMATIC
1. building would upset your alliance structure
example France builds a fleet in Brest when it needs a fleet in
Marseilles, or
example in the classic Western Triple, EFG, England has to act as the enforcer of the alliance and by keeping units unbuilt in the back field can threaten to move on either France or Germany while if they are built their existence would be more of a threat to one than another
2. building would cause your enemies to be stronger
example you are England and you are fighting a R-T where you want them to break. Your building makes you look and be stronger thus encouraging them to work together when weakness would tempt one to attack another
3. Advantage of fear, putting a piece on the board gives the board something to work with, not have a piece but a potential piece can cause more mystery as to what you are going to do in the long run
4. you may want to fake an NMR on websites like this that do not report why a unit was not built.

STRATEGIC
1. similar to the last point on Diplomatic, showing the piece can provide reduced strategic options
2. the time to get to the intended destination may be faster if it is held back and built elsewhere. This is a classic case of the French wanting to get a fleet to Marseilles but have no clear believe that they can make it in Brest and then get to Mid and Spain sc in time for the need in Marseilles.
3. The build may force you into an imbalance of your army-fleet ratio relative to your long term goals or your projected/hoped for next build

TACTICAL
Taking the build may block up your position with a unit that is in the way and where there is a front line unit that may need to retreat to that position.
Examples are rare but it sometimes occurs with Germany in a the midst of a East -West stalemate line.

Unattended retreat ?
What happens if a unit is dislodged and the player misses the retreat phase? Will the adjuicator disband the unit or retreat it? (The reason I ask is I'm playing in a Retreats Disband variant.)

Another rules query
I know that when a unit (A) attacks another (B) it cuts any support that B is offering, whether to a move or a hold. Is this still the case if A is attacked from elsewhere? Does it make any difference if A is dislodged by the attack?

Rules Query
If I was to attack a territory (call it A) with strength 3 i.e. 1 unit attacking (B) and 2 supporting the attack (C & D) and the opponent attacks unit C with A and has another army (E) in support of this attack. What happens?

Notice
I decided to start using my real name(Sioraf as Killeens) when playing here and since I can't rename the CJ 92 account I am going to finish the games CJ 92 is in with the CJ 92 account and then let it get removed from the site or whatever then use only the Sioraf as Killeens account. I think this is fair because I have never used both accunts in the same game.

I have question for are European friends and other persons living in nations that are more open with alcohol "for human consumption". Paticularly age limits. The U.S. as you know has long history of proabition and that has caused more harm than good. Is alcoholism, drunk driving and etc as much a problem there as it is here?

Attention! All games where someone has gone into CD with 0 supply centres report in!
Lets imagine it... your in the middle of an exciting game and you've technically just eliminated someone, but they are too chicken to finalize that last retreat or destroy order. These games are free to take over, so im on a personal mission to take over these unwanted positions and finalize that final order. I know this will add to my number of losses (will it?), but im feeling nice and everyone wants these games to move on.
