I strongly think there should not be a -1 button. A +1 button says, "I agree" or "That's funny," and there's no need to explain -- you probably agree because of the reasons that person you're agreeing with already gave.

But a -1 button says, "I disagree," without having to give actual reasons. It turns arguments into popularity contests and detracts from the need to justify your disagreement. I've had discussions on sites with -1, and it's more discouraging to defend unpopular positions there. You try to give a good argument, get a ton of -1's, and have no idea what part of your argument or position people find deficient.
