Why wouldn't you play the Latin game? I'm going to be taking my first legal related classes next semester as a pre-law sophomore and even I knew that parens patriae meant that the government can take a child away from an abusive parent or guardian. I had to cheat for the other two, but a lawyer ought to just rack them off.

My curiousity was sparked by a game i am in where I there have been more administrations in CD nations that I can count. I can understand someone taking over a CD to play the game or a multi-accounter who is being a jerk.

I don't understand takovers where they get one supply center and CD. Is this just a case where there isn't enough evidence to detect a multi-accounter or is there other rationale for this type of move?
