What if the important issues never get voted on? What if the choices are all inadequate representatives. What if the population is cowed into voting for people who do not represent their interests? What if voter turnout is so low that the electorate and the actual population are such different groups that old white people pretty control the elections? What if the government enacts laws specifically designed to make it hard for its citizens to vote because the government knows it won't like what the citizens tell it to do?

What if it is empirically studied and found that the government goes against the will of the people and in accordance with the desires of a small group of oligarchs almost all the time? Yet just because no one is literally stuffing ballot boxes, it counts as a democracy? That's a sadly weak view.

If the government is not ruled by the people, it's an illegitimate gang of tyrants.
