The draw button is used to declare you can no longer achieve the primary objective of the game, and wish the game to end. Once all the players declare they cannot achieve victory, the game ends. Under WTA, since the pot is given to the one player who achieves victory, it only makes sense to split it evenly among all the players on a draw. As with the pot splitting on a victory, number of centres does not count for anything, only whether or not you won.
In PPSC however, the primary objective is not to win, but to gain the most centres you possibly can. A player gaining 1/2 the SCs is merely an arbitrary end condition to bring the game to a close so points can be awarded. Likewise, there is no reason that drawing the game should be treated in the same manner, it is merely a condition for the game to end and points to be awarded based on SC distribution. This way the incentive to draw reflects the primary goal of PPSC, rather than declaring you cannot achieve the "victory condition", which is of no value in PPSC, you are declaring you cannot gain any more SCs than you currently own, and you wish the game to end so you can gain those points.
