A preponderance of evidence is what is needed to win a civil trial, but it doesn't prove anything which is why criminal trials don't run the same way. So he is innocent but seriously suspect and liable to civil penalties until he admits his guilt (seeing as there is no criminal trial here).

I think better questions would be:

1). Who *didn't* use them and
2). Does it matter at all considering all the good things he's done

Its just a game and, quite frankly, a boring one.

I'll admit that the evidence is overwhelmingly against him, but there was still *no* positive test made public. All we have is testimony from his fellow admitted cheaters, whose views are anything but trustworthy, especially admitted scumbag Tyler Hamilton. Just because "everyone else is doing it" is no reason for suspicion, even though it usually becomes the case. Ask Craig Biggio, one of the best players of his generation for the Astros who didn't make it into the HOF this year because he played in the steroids era.

Two possibilities... 1.) Can't win in cycling without doping, or; 2.) Nobody in cycling cares about the purity of the sport. They all dope; who gives a damn anymore..
