EXACTLY when does a game end?
In my set of rules, rule XIII indicates that possession of a SC only occurs after fall retreats have been completed. On this site, it seems that for purposes of determining a solo victory, a victory is declared following the fall diplomacy phase prior to retreats. For clarification: on a fall turn that great power A takes its 18th SC but great power B could then retreat into into one of country A's SCs, is country A awarded a win prior to that fall's retreats? Thank you.

On the topic of the OP, a bit of data seemed like a good idea. Here are the number for a random sample of 10 games from the last month or so. I defined a territory as "occupied" if a unit was located in it at the beginning of a turn during which a move could be ordered (i.e. a territory where a unit retreated into it and then immediately disbanded doesn't count).

There were a total of 246 turns across the 10 games. Here are the number and % of turns in which each territory was occupied:

More sample data sounds nice and could give us a better picture, but I don't think it's that far out there to see Tuscany and Livonia that high. They both have big spots of strategy.
JamesYanik (548 D)

@kahudd

that's because i'm a jackass, but I'm guessing this was a set of games where England was dominating (thus little movement on Wales and Yorkshire and Liverpool AND Clyde)

that is not my experience, and I don't believe it accurately represents the true averages
TrPrado (461 D)
07 Sep 15 UTC
It's barely above a quarter of the time. It's not like the data is saying they are bastions of movement.
The same is rather crude, I grant you, but I'm not sure the low numbers for Wales or Yorkshire are surprising. There's not much purpose in garrisoning either one for a long time unless there's a protracted attempt at an invasion of England. On the other hand, a larger data set (preferably collected by someone else) would most certainly be welcome.

For full disclosure, these are the games I sampled, with the outcomes in parentheses and the number of turns each of the English non-SCs was occupied appended afterward:
gameID=167077 (Fra 18, Tur 13, Rus 2; 18 turns) - cly 1 wal 1 yor 0
gameID=166714 (Rus 16, Fra 10, Eng 8; 26 turns) - cly 0 wal 0 yor 0
gameID=166537 (Eng 17, Aus 14, Rus 3; 33 turns) - cly 0 wal 2 yor 2
gameID=166412 (Tur 18, Eng 13, Ger 2, Ita 1; 20 turns) - cly 0 wal 2 yor 0
gameID=166295 (Rus 21, Aus 8, Fra 3, Eng 2; 16 turns) - cly 0 wal 0 yor 3
gameID=166148 (Ger 17, Tur 17; 26 turns) - cly 2 wal 3 yor 6
gameID=166064 (Eng 18, Tur 9, Aus 7; 38 turns) - cly 0 wal 2 yor 3
gameID=165994 (Aus 15, Ger 13, Ita 6; 22 turns) - cly 2 wal 3 yor 5
gameID=165921 (Tur 14, Ger 9, Eng 6, Russia 5; 21 turns) - cly 0 wal 0 yor 5
gameID=165801 (Fra 17, Tur 11, Rus 4, Ita 1, Eng 1(res); 26 turns) - cly 0 wal 2 yor 1

England did do reasonably well: 2 wins, 2 draws, 2 survives, 1 resign, 3 defeats. But though the number of defeats might be a bit lower than the average (what is the average?), I think saying that England was dominant throughout is a bit strong.
^ "The same" should say "The sample"
JamesYanik (548 D)
07 Sep 15 UTC
In many games, you see France try to convoy on Wales, Germany convoy on Yorkshire. I suppose most people nowadays have this obnoxious fetish as England to go after Russia, which can work well, but makes it damn easy to get hit from behind.

i'm surprised Italy did so poorly, generally it is a country i'm better with
2ndWhiteLine (2736 D(B))

The definition of "territory" might affect the outcome as well. Does Spain (NC) differ from Spain (SC), for example? WebDip treats them as separate provinces; likewise, it treats a fleet movement to a coast as a different territory than an army unit to the same territory.

That said, according to ATC, the two least ordered territories are Spain (NC) and Syria (coast).
@2WL
"Does Spain (NC) differ from Spain (SC), for example?"
In my sample, no. Whether a fleet started the turn on one of the coasts or an army started the turn on the whole territory, I counted the whole territory as occupied. From my perspective, it didn't seem necessary to distinguish between coasts in answering the original question.

"Which SC is least likely to be captured?"

My bet is - a home SC of whichever of the seven powers with the highest win + draw percentage, and whichever one of those is one a stalemate line.

Which for this site I think means Russia and following on from that probably Moscow.

I would expect the numbers for this question to be much closer though.

It's also possible it actually might be a remote originally neutral SC which might be commonly captured that never changed hands... If it's that then my guess would be Portugal. It's the least accessible SC on the board.

Actually I think that's my actual guess. Portugal.
thorfi (1023 D)
08 Sep 15 UTC
Portugal beats out StP simply because of inaccessibility. StP is often a soft target easily captured, even if temporarily. I see lots of games where England will nick it then get booted out. Portugal on the other hand, it's nigh impossible to just steal it.

OS: Interesting. :-) Small sample, but that puts Syr and Cly both in probably reasonable reach of top spot for that if we dug up lots of data. Your occupation time counts tell a story though - not much occupation time for Syria. Clyde is on a common northeast mini-stalemate line so there's extra reason to occupy it. Syria isn't really. I'd want a bigger sample to be really sure, but at this point I'd take Syria as the correct answer. :-)
thorfi (1023 D)

Ugh. ^ Northwest stalemate line.
Having quickly looked upon the games where the Channel and Ruhr remained empty, it seems clear this was only possible because those where PPSC (and, as a result, Anglo-French and German-French hostilities, respectively, did not take place at all). That said, shouldn't we expect significant differences, regarding some territories, between PPSC and WTA (and, to a lesser extent, when any game factor is different from the now-standard non-live, FP and WTA)?
