it gives me an idea for a variant.
Each year you don't take a supply center from a neutral or great power, you gain a 'UN' point. Once there are 18 'UN' points on the board the player(s) controlling them can declare a UN victory (like a draw, but excluding anyone who doesn't vote with them) unless you are eliminated - it take 18

, or a majority of the UN points (whichever is larger); so if there are 19

on the board, then 18 is larger than a majority of 10...
-Optional extra rule, trading UN points with other players for, well their promise to be nice...
-Problem, at a maximum of 7

per turn, it takes a minimum of 3 years to earn enough points to declare a UN mandated draw... that may make these points a largely pointless exercise (much like the UN) Perhaps the number of points earned should depend on the number of neutrals still neutral (so with a bounce in sweden, bel, and greece - with tunis empty, you could easily earn four points in 1901...) This needs some tweaking...
