This is the argument that many use, and I never think it's valid. Any CD, anywhere on the map -- especially in 1903 -- unless the power is already dead, effects the balance of the game. You're offering up Italy's opening anti-France strategy as proof, but that is irrelevant. Italy's presence, even if in the west fighting France, plays a part in the balance of the game. From Spring 1903 onward, you had nothing to worry about on your western flank. That lack of any worry, changes the way you play, and deploy your builds. As such, it gives you an advantage that others who don't border Italy, don't have.
