All too often I see Russians move to the Baltic only to get bounced by Germany, even if they agreed not to bounce previously. Indeed, I find that many German players reflexively bounces Russia, without really considering if this suits their long term diplomatic goals. To counter this tendency, I would argue that Russia should strongly consider moving to the Baltic in fall instead of Sweden.
I typically am in favor of Russia moving to the Baltic over Sweden, even if Germany agrees not to bounce. My reasoning is as follows, people are willing to say anything to you in Spring 1901 and many times Germany will just move to Sweden regardless of what he says because "Russia always moves to Sweden, so why not bounce him?"
A move to the Baltic on the other hand has several distinct advantages over Sweden. If Germany doesn't bounce you in Sweden, as long as you don't move your army in Warsaw west you can point out that a move to the Baltic doesn't actually threaten his position all that much. Moreover, now that you're in the Baltic, his incentive to bounce you out of Sweden is substantially lower.
If Germany does attempt to "bounce you" out of Sweden, he finds himself out of position, with Denmark completely open, his position is somewhat compromised and you're in the Baltic. I find it's a good move to keep Germany honest. What are your thoughts?
