This buys them more time to examine the map, talk to players and make plans. it also gives them more time before they have to worry about what to do for a new phase. i can't tell you how many times i've submitted orders and not finalized, only to change them with an hour or two left before the next phase. if i'd have finalized along with everyone else, then i couldn't have decided on a better course of action.
