Sorry, I know my response is going to sound very unhelpful, but sort of.
By the last phase when you drew I would have said you were overstretched. England was restoring himself, behind your defensive forces, whilst most of your units were locked against Italy/Turkey. Indeed, with a bit of shuffling you may have found that you weren't secure in the far east either. Thus you would have found that game actually has a lot of life left in it. May I ask: did you draw tactically or *just* because you ran out of time?
Saying that, I think (had the game continued from where you ended) you could definitely have reached a more productive finish. I would have tried explaining to England how its not in his interest to pick a fight with you, and tried to work together to remove one or both of the southern powers. How you would do that? Well that's why the game's called diplomacy. One option would be to allow him to keep the lowlands, on the condition that he moves his forces down south and provides a naval force to remove Italy. Once started, this plan would obviously have to involve not just taking out Italy but also monitoring the danger of England turning traitor.
Well, that's part of my opinion anyway, but I haven't played in quite some time, so if someone else gives opposing advice then probably go with that!
