Because I've had conversations with Kestas about it when he implemented which I used to make the rule page suggestions for muting usage which still is pretty much unchanged after the recent rules rewrite.

Yes, all done js side, which is why you can see a thread flash quickly as js hides it after it is loaded. It is a lot of traffic, however since the fundraising drive will include a redesigned forum setup there's not much point to redesigning it now. Especially since it's such a widely non-used feature.

No, what actually crashes is the settings page, not related to the js load.
