Common strategy at the poker table, but then we poker players aren't exactly known for being the most virtuous. Kind of like Diplomacy players. Whatever gives you an edge and isn't spelled out as cheating is fair game in poker, diplomacy, and life in general.

End of each year, you have to drink in accordance to the number of centres you have divided by 3. If you are forced to disband, drink.

I think that would probably be a sufficient amount of drinking for a diplomacy game, while having the added benefit that those who are doing better, drink more.
