Have you tried sending a few high level invites Ghost? I notice some key absenses like Rait, Jacob, Braveheart and Akroma among others. Might as well try to fit as many "masters" in as possible.

I'm guessing about 1/7 of the players we have will CD...that's just my opinion

11/51 in the league CDed or did not join for a 21.6%
assuming this tourney has the same rate then 11 (rounding up) should CD or fail to join.
But, I'm hoping that GM should be able to get this organized better and the majority of the players have never CDed so lets cut that rate by half.
So about 5-6 people should CD in this tourney

1 in A, 1 in B1, 3 in C1, 2 in C2, 2 in C3 1 in D1, 2 in D3

I think a few more heavies will join: they just need to be given time to respond. A few hints like these will help.

airborne, I'd expect a large number for NMRers, but not necessarily CDs.

TGM: will there be rules on NMRs and CDs?

For me, if there is any criteria that should always come first it's not ratings/points/etc. but % of games left (CDs).

NMR: Your problem.
CD: Kick, and a season's ban from all my tournaments. After a return, I will ban forever if there is another CD

Ivo_ the problem is that CDs aren't properly recorded, so even if people enter CD, it often doesn't appear on their profile.
