No, Sandgoose hardly took responsibility for those. Last that he spoke with us, he was attempting to blame his earliest set of multi's on his brother, and claiming that jmo didn't have his facts straight with his earliest post describing his past multi-accounting.
If Sandgoose wants to own to his past cheating, he could simply come clean about it, list all of the accounts and past transgressions. Instead he's made every attempt to deny or downplay his cheating to the community. Remember Scythe? That's when he came screaming back with after his second stint of multi/meta, demanding honor and claiming that all of the multi-accounting was just his twin brother's fault.

That account was banned for meta-gaming. Even without the meta-gaming, the separate abuse of another player's account was pretty serious and arguably should have been the last straw. Regardless, that stint was under a zero tolerance policy (given that it was the third chance) and Sandgoose was fully aware that any sort of cheating was not going to be tolerated.
The fact that Sandgoose is now denying his meta-gaming with that account shows that he doesn't seem ready to even own up to the most recent stint of cheating.

Frankly, the stories that Sandgoose and his brother gave simply did not add up. His brother claimed that he had no idea who Sandgoose was. Sandgoose claimed that his brother had rejoined without telling him, but knew who Sandgoose was and had meta-gamed unilaterally, and hence was the only one to blame. Sandgoose also went on to claim how they had been apart all summer, which immediately contradicted the evidence that we are able to look at with the mod tools.
Even more damning, we did look into the details of the games, and the signs clearly pointed to two players knowing who each other were (despite anonymity) and collaborating unfairly (sometimes also clearly in violation of gunboat rules).
