With a maximum of 49 players participating in this year’s tournament, I had the difficult decision regarding qualifiers and cuts.

RR, flawed as it may be, was the original qualifying standard for this tournament. The tiers of qualification, as posted in OP, are as follows:

1. Past winners are automatically qualified. - 1
2. Anyone in the top 25 current gunboat GR qualifies. - 13
3. Anyone with an RR of 98+ - 31
4. Anyone with an RR of 95+ - 7

The numbers following each tier represent the number of players qualifying under each standard. Unfortunately, due to popularity of this tournament, we couldn’t take anyone with an RR below 95. Again, we can debate the legitimacy of this measurement all day, but since it was already determined to be the qualifying standard before signups began, I kept it as such. Players whose RR fell below 95 are as follows:

This is where it got tough. With 52 entrants for a 49 player tournament, tough decisions needed to be made. I ultimately decided to drop the bottom 3 GR rated players on the theory that there’s very little difference between an RR of 95 and an RR of 98 but there is a sharp dropoff in GR in the final few players to signup. This decision was very tough, as I’m loathe to drop anyone in the tournament, but we realistically can’t have any more than 49 players without overcomplicating and lengthening the format.

On that note, Balrog, pjmansfield, and Hamilton Brian have not made the cut. However, you are first substitutes, and if past experience is any indication, you will definitely play.

Are there still only going to be 2 rounds (opening with 49 and then straight to 7 player finals) or are you planning to have an intermediate round? If an intermediate round (of 14 or 21, whatever you have in mind) I would suggest expanding opening from 49 to 56 and then you can include the 7 players with Gunboat GR in the top 140 (and RR 90+) that have been cut. I get that you initially proposed RR as the first driver, but given that this is a Gunboat Tournament rather than a RR Tournament I think it would be an easy solution IF you are already planning to have an intermediate round since you could take 8 auto qualifiers and 6 wild cards as easy as 7 auto and 7 wild cards. Now if you are planning to stay with just a 2-round tourney then obviously 49 is a hard cap as you can't have 8 auto qualifiers for 7 spots.

Never mind, hasn't refreshed yet, but I see from your second post that we are presumably staying with just opening round and then finals, so 49 is a hard cap.

It seems to me that cutting players in the top-100 GR because they have RR a few percentage points lower than some others is a bad measurement. This tournament is supposed to be the best of gunboat, not the "those who have missed the least amount of phases since they joined the site" of gunboat. We already determined RR is not really accurate because it includes live games and doesn't drop old games. I have a total of 3 games with CD in the past 2 years, all of them live games, out of a hundred or more I've played. Players like Nigee and ssorennn likewise should be in this. It shouldn't matter if someone has a few CDs on the record.

You wouldn't drop a player from an all-star game because they spent time on the DL.

Another point: guys like captainmeme, dyager, and goldfinger, who are a full 250 to 400 GR ranked below some who were dropped. How is this a tournament of the best if better players are dropped in favor or much much worse ones?

I made RR a qualifying standard this year for two main reasons:

1. We have it. Flawed as it may be to some players, there is a definite difference between an RR of 100 and an RR of 90. Over the course of a 3 round tournament, even over 7 games in one round, this will be a factor.

2. Last year's WFO abuse. Chasing down WFO abusers was a constant headache for last year's TDs and the mods. My priorities with this year's tournament were running a quality tournament with a goal of zero NMRs. I personally feel like we have a very good field; hell, goldfinger0303 was our final entrant.

Bottom line is that no tournament is going to completely please everybody. I feel bad, but between having a cutoff point and having a gunboat tournament that includes every player on the site for fear of hurting someone's feelings, I'll take the former.

So you admit RR is broken but still use it? So tell me, do you really expect that I would NMR in this thing? You're the TD, so you can make whatever rules you want. Sticking to some arbitrary requirement even after realizing its flawed is irresponsible. You're losing out on better players based largely on CDs that happened more than three years ago.

But what is the difference in my RR of 94 in a large enough sample of games versus someone who sits at 95 in a very small amount of games?

it doesn't bother me that I'm not playing as gunboat is an abomination. I do however feel Chaqa is right, but it's 2WL tourney and his call. I am not interested in picking up anyone's pieces either

Surely it would make sense to amnesty and automatically remove CDs from profiles and RR calculation after, say, a period of 12 months?

GR is far from perfect as well. Live games, learning games, CD-takeovers, tournaments with non-GR scoring are all included in GR. rdrivera2005 won the 2014 webDiplomacy Tournament by taking a loss instead of a draw due to it's PPSC-like point system. GR didn't care he won the whole tournament. I want to run a tournament with Carnage scoring, which a large amount of NA F2F tournaments use, and among other things it treats different eliminations differently (in order), whereas GR doesn't.

GR has plenty wrong with it as well.

And perhaps most importantly, I don't want every game one plays to be a pre-round for tournaments, where every single game on the server you have to worry about how it will affect your GR to get into tournaments. I do not accept that.

For what it is worth (nothing), I would prefer a longer tournament with more players including high ranked, lower RR players. I liked the 8+6 idea. Watch me get my way and come in as 7th best wildcard

And my 2 cents on the topic is I would also not mind a longer tournament with more players, especially if that meant including more quality players with RR that is only low because of very old fails. But that's also making more work for TDs, so it's very much their call, IMO.
