Let's take a look at

A. People never finalized, so it took 2.5 hours. Jesus Christ people. It's not hard.
B. Germany was an idiot. (And he was the guy who never finalized) Seriously, why the hell would you attack the guy (me) who is attacking your biggest rival (Austria) and stopping him from soloing? (See Spring 1904 - Autumn 1906)
C. Austria was an idiot. Germany should have soloed. I have no idea why Germany and England agreed to a draw. When you need four fleets for the solo, and you only have to, and you're not going to be able to build any more, you don't eliminate the guy who has the two fleets you need to set up the stalemate.
D. Russia was an idiot. (Kind of) I wasn't really paying that much attention to the far east, but why were you and Austria at each other's throats so vehemently? The three of us had already voted draw - we needed to force England and Germany to do the same, and you do that by setting up stalemates, not by bickering and taking each other's SC's.
