In order to maximize the chances that the tournament will start, the format will be very flexible. There will be a series of games (played simultaneously) with each participant in the tournament playing in one game. Deadlines will be 48 hours for movements, and 36 hours for retreats and adjustments, with no deadlines over the weekend. Country and game assignment will be mostly random, with efforts made to give teams a variety of countries and limit the number of people from the same organization in the same game.
During the sign-up period there will be no preset limits on the minimum or maximum size of a team. However teams are advised that large teams may be asked to split into smaller teams, depending on the number of participants.
The number of games will be the number of participants divided by seven. The maximum size of a team (x) will be the number of games (to avoid a team having two people in the same game). The recommended minimum size of a team (n) will be at most 1/2 x, rounded up. Teams may be smaller than the recommended minimum, but will be at a scoring disadvantage.
For example, if there are 35 participants, there will be five games and x will be 5. This means n will be 3. The idea is that if a team of six is signed up, they can be split into two teams of three without being at a disadvantage. If they preferred, they could also (if the numbers allowed) set aside the sixth person as a possible replacement and play as a team of five.
The scoring will be 5

each for a 3-way, and 1 point each for a 4-way (no points for a draw of five or more). The final score for a team will be the sum of the scores earned by players, divided by the larger of n and the size of the team. There will be periodic updates on the standings as the games progress.
An organization can send as many or as few teams as they like, they need not all be the same size. Teams with players from more than one organization are allowed. Each team should have one team captain responsible for organizing and representing the team.
Participants are expected to play for the duration of the game they are in. A team will be penalized a point if a player leaves and they cannot provide a replacement within a few days. In that event, they will also lose the position and an outside replacement will finish the game.
All games will be played anonymously. Disclosing which game you are playing in, or what country you are playing, to anyone not on your team is strictly prohibited. Efforts will be made to minimize the number of cases where two people from the same organization but on different teams are in the same game. In the unlikely event that a player does suspect cheating, they should press the GM of the game so he can investigate. However public accusations of cheating are not allowed.
Games will be played with Bounced rules (see the help section of the website). Players new to the interface are encouraged to ask the GM for any help they need. The use of the Check Order Syntax button is highly reccommended. In general, games are not reversed because of misentered orders.
