The "Conservative terrorist" as you call him was caught, tried, convicted, and executed. The ATF and FBI perpetrators at Waco all remain on the loose, aside from those who have passed away since from natural causes.
Tellingly, McVeigh quoted Brandeis during his sentencing: "Our government is the potent, the omnipresent teacher. For good or ill, it teaches the whole people by its example." If the ATF had accepted Koresh's offer to examine his guns any time they liked, decided they were illegal and arrested him there on the spot (the man, let's not forget, voluntarily turned himself in when he was accused (and later acquitted) of murder), there never would've been an OKC bombing (assuming that none of the numerous conspiracy theories on the matter are true).
