Either way, American intelligence agencies know what current usage is and what the limit of this resource is (where usage outstrips the water cycle, and the natural aquifer happens to act as a large reservoir which has been tapped) - this is of concern to security agencies because people will fight over water if there is a shortage and no economic solution has been found...
desalination plants run on energy, serious amounts of energy. You also need huge amounts of energy to clean waste water, but that's just another option...
Seriously the *BEST* way to get clean water is by using the SUN to shine on a large surface area of water (~66% of the earth's surface will do) and allow evaporation to separate the water from the salt/dirt.
This is no small amount of energy, and we have literally no other way of harnessing this amount of solar energy. We can NOT provide a water supply for the global need by some technological means without the energy to invest in it.
Also you need to be able to collect rain water, and guess what! changing weather patterns have lead to major flooding in australia this year, hurricane katrina? oh yes, a rather poor decade for weather patterns and 'useful' water supply.
