Community Reinvestment Act
If you do not know about this act, first passed in 1977 during the Carter administration and updated significantly during the Clinton adminstration, you should because it has had enormous impact on the United States.

It was the assumption of the Democratic Congress in the 1970's that banks discriminated against particular groups- African Americans and Hispanics- based on race and ethnicity by denying mortgages to these groups.
The Congress also operated under the assumption that home ownership provides the best investment for individual American families.
Based on these two assumptions Congress passed the Community Reinvestment Act of 1977.
Another assumption held by most Americans in 1977 and in 2011 is that banks and bankers are greedy institutions that are blindly driven by an unceasing pursuit of profit.
I will return to that thought later.

As you read the part of the statute pasted below it is easier to understand if you substitute "mortgages" for the term "credit."

(a) The Congress finds that -
(1) regulated financial institutions are required by law to
demonstrate that their deposit facilities serve the convenience
and needs of the communities in which they are chartered to do
business;
(2) the convenience and needs of communities include the need
for credit (mortgage) services as well as deposit services; and
(3) regulated financial institutions have continuing and
affirmative obligation to help meet the credit (mortgage) needs of the local
communities in which they are chartered.

(b) It is the purpose of this chapter to require each appropriate
Federal financial supervisory agency to use its authority when
examining financial institutions, to encourage such institutions to
help meet the credit (mortgage) needs of the local communities in which they
are chartered consistent with the safe and sound operation of such
institutions.

Tergem, there is an excellent service that supplies access to scholarly articles written about a plethora of topics called J-Stor.
If you join the American Historical Association or the Organization of American Historians for a nominal fee you can subscribe to J-Stor.
Once a member you can use the same search terms you would on google to access peer reviewed articles published in scholarly journals.
You support a fine historical organization at the same time that you gain access to one of the largest collections of scholarly articles on the world wide web.
It is one of the best investments you will ever make IMHO.

Kids...
I hate the way that they get really quiet when you're putting in your diplomacy moves and when you get up to check on them (because quiet kids are synonymous with kids getting into trouble) and you find them throwing things into the toilet.

Yesterday I woke up after hearing the kids play in their room at 5:30 to find that one of them took off their diaper and thought it was a novel idea to do various things with their poop and top it off by peeing on his crib.

I know this HAS to have been asked before, but...
I joined a gunboat game in place of a cheater who was banned in S01. The message saying the cheater was banned can't be read, so I get the notification at the top. My OCD senses are tingling. Is there any recourse for this interesting situation?
