These are maps for Calhamer's very first version of the game, which he called RealPolitik. It's similar to Diplomacy but does builds very differently.
2WL is correct that stars are capitals and anchors are naval bases. Armies have to be built in your capital, and fleets in your naval base (or bases in Russia's case).
You can build more than one army/fleet in the build phase, though, because Capitals and Naval Bases are allowed to contain as many of your own units as you want - but they cannot support anything while there is more than one unit there.
The game begins with a build phase, so a player like Austria gets to decide whether to go 0/3, 1/2, 2/1, or 3/0 on Fleets in Trieste/Armies in Vienna. Countries like Turkey and England have no choice in starting location, since all their units have to be built in Con/Lon respectively, but they do get to decide how many fleets/armies they want.
If a country loses its capital, it can redesignate it to any of its other HSCs, but if you lose your naval base then you just can't build fleets anymore.
