Yep, goldfinger recruited me for TA :) I love playing England/Italy/Turkey, and I have a decent record as Austria. France/Russia are obvious powerhouses but a bit boring. I seem to always do poorly with Germany though.

My mistake. Thought east coast was +11. Have to work out time differences as part of my job. Isnt tasmania plus 9.5 or 10.5?

When there is daylight saving it is but that ended a few weeks back. Tas i think is 10, south Australia is 9.5

Time zones aren't too much of an issue - I've TA'd someone in Aus, and someone in Vegas, mostly through FB messenger. You just chat when it's convenient with work etc

I will of course be putting country preferences before time zone differences. I'll basically use those as tiebreakers. I'll also be assigning a country prior to the game start so that TAs and students know who they are paired with and I'll shuffle accordingly once the game begins.
