Rules in Place:
1. No Dice Rolling
2. First player to accumulate "exactly" 500 nomic pointz wins
3. The winner can only win on a BST weekday
4. The current players are to be tracked.
5. All proposed new rules, proposed rule changes, or proposed rule deletions require a simple majority (more than half) of those playing, in order to pass, with the proposer automatically presumed to vote in favour unless they state otherwise. As soon as the proposal has collected the necessary votes to either pass or fail, voting on the subject will be closed, and any benefits that come with voting on this matter will be only distributed to those who voted before the proposal was passed or rejected. Furthermore, the final two sentences of this rule will apply to all voting that has taken place during this game of Nomic.
6. Current Players are referred to as Nomic Members.
7. Game is not turn-based.
8. To be a Nomic Member, new players must have backing by at least one Nomic Member.
9. Each Nomic Member may only propose one rule change / amendment / deletion per hour.
10. Any rule, amendment, or deletion proposal that has not passed within 24 hours of being suggested becomes rejected automatically.
11. Only one rule proposal or amendment may be open for consideration at any one time. Once a rule proposal or amendment has been made, voting on that proposal or amendment must be concluded before any other proposal or amendment can be made. Furthermore, we are resolving open proposals or amendments by a queue, and ghug gets 10 Nomic Pointz.
12. Nomic Pointz can be accumulated through +1's on this thread.
13. All Nomic members whose username does not start with a capital letter gains 50 Nomic Pointz.
14. Rules can be queued, but each person is limited to 1 rule in the queue.
15. If a player has not made a post in the last 24 hours, they are added to a list of inactive players. When a player is in the inactive list, they do not count towards the total of players currently in the game. To cease being an inactive player, the player must simply state that they have returned from inactivity. If a player has been inactive for 48 hours (i.e. has not made a post in the last 72 hours), they will be added to a ‘suspended’ players list. When a player is suspended, they are treated under the same conditions as inactive, with the following change:
Instead of being able to state that they have returned, they must ask to re-enter the council floor, which will prompt an immediate vote from the active Nomic Members. This vote requires the normal simple majority to pass, and if passed, the player is immediately re-added to the active Nomic Members list, making them count towards the vote total, and allowing them full voting privileges.
16. There is a President of Nomic. The President will be elected on a weekly basis, election to be held on Monday (GMT) in parallel with any other voting. Initially, the President will have no additional powers or privileges, but additional rules can ascribe them to whoever is the sitting president by referencing simply "the president."
17. All those that vote "aye" on this proposal while it is active and has not yet passed receive 25 nomic pointz. All those that vote nay on this proposal lose all of their nomic pointz. All those that do not vote on this proposal miss out on this wonderful opportunity for pointz. By making this proposal, Squigs44 is automatically voting "aye". If this proposal passes, it also gives Squigs44 an additional 10 nomic pointz.
18. Amendments and Deletions can be queued alongside Proposals.
19. 'Spirit of the Law' Bill
“All future proposals shall have four voting options, instead of the current two. These extra two options will be titled ‘Abstain’ and ‘Revise’.”
“The Abstain voting option will work fairly simply. It states that you do not wish to cast a vote for or against the current proposal.”
“The Revise option will work as follows:
If the Revise vote has a simple majority of the total votes, pursuant to Rule #5, the current proposal shall neither be rejected, no made into a Rule; instead, it will go to a subcommittee vote, which consists of the following steps:
1) Revision
2) Voting
3) Resubmission
The steps will play out as follows:
Revision – When the Proposal is in the revision step, all Nomic Members will have 6 hours from the point the Proposal entered Subcommittee, to submit new language for the Proposal at hand (if they wish).
Voting – When the proposal is in the Voting step of Subcommittee, all Nomic Members will have 2 hours from the point when the proposal finished the Revision step, to vote on which new set of language best represents the ‘spirit of the law’. Any Nomic Member who fails to vote during this 2 hour window will be considered abstaining from the future votes on the Proposal at hand. In the case of a draw/tie between new languages for the Proposal, the originator of the Proposal shall cast the deciding vote between the new languages of the Proposal.
Resubmission – Once the Subcommittee voting process has been completed, the Proposal shall be resubmitted to the floor for a second vote. With this second vote, all Nomic Members who voted during subcommittee will have 12 hours to vote between the following options: yea, nay or abstain.
