Question - I don't understand what I did wrong.
Modern Diplomacy II Map - I'm Spain, I have a fleet Seville, Sea of Gibraltar, and an army in Gibraltar. The UK has a fleet in Morocco and that's it. Our fleets bounced in the South Atlantic Sea, I attempted to convoy my army from Gibraltar to Algeria... but it failed.. So why did it fail if the other player didn't touch my unit in Gibraltar & the Sea of Gibraltar?

anyone up for a game of nomic?
from wikipedia: "nomic is a game in which changing the rules is a move. in that respect it differs from almost every other game. the primary activity of nomic is proposing changes in the rules, debating the wisdom of changing them in that way, voting on the changes, deciding what can and cannot be done afterwards, and doing it. even this core of the game, of course, can be changed."

forgot the new rule #18: amendments and deletions can be queued together with proposals.

@atrum: wait, so we didn't pass the "24 hours, starting when the proposal is up for discussion" rule? i was sure we did.
Atrum (458 D)
04 Aug 14 UTC
Since I'm stuck using my phone for the next 6 hours, I'm going to do this proposal in a slightly shorthand method.

I propose my 'Spirit of the Law' bill that I had previously proposed. If someone could find that bill and paste the language from there to here, I would appreciate it
Atrum (458 D)
04 Aug 14 UTC
Err. Maybe. I don't know
Atrum (458 D)
04 Aug 14 UTC
Also, the section in brackets doesn't need to be in brackets for Rule 5. Also, it's supposed to say final two sentences instead of final clause.
Atrum (458 D)
04 Aug 14 UTC
Otherwise, it's a sentence that references itself and does nothing
kasimax (243 D)
04 Aug 14 UTC
alright. i'll fix that with the next update.
Atrum (458 D)
04 Aug 14 UTC
Alright, now that I'm at a computer again, I think I found the best available language for my 'Spirit of the Law' Bill, so we can start voting on the following:

'Spirit of the Law' Bill
I propose to add the following to the queue:

“All future proposals shall have four voting options, instead of the current two. These extra two options will be titled ‘Abstain’ and ‘Revise’.”

“The Abstain voting option will work fairly simply. It states that you do not wish to cast a vote for or against the current proposal.”

“The Revise option will work as follows:

If the Revise vote has a simple majority of the total votes, pursuant to Rule #5, the current proposal shall neither be rejected, no made into a Rule; instead, it will go to a subcommittee vote, which consists of the following steps:

1) Revision
2) Voting
3) Resubmission

The steps will play out as follows:

Revision – When the Proposal is in the revision step, all Nomic Members will have 6 hours from the point the Proposal entered Subcommittee, to submit new language for the Proposal at hand (if they wish).

Voting – When the proposal is in the Voting step of Subcommittee, all Nomic Members will have 2 hours from the point when the proposal finished the Revision step, to vote on which new set of language best represents the ‘spirit of the law’. Any Nomic Member who fails to vote during this 2 hour window will be considered abstaining from the future votes on the Proposal at hand. In the case of a draw/tie between new languages for the Proposal, the originator of the Proposal shall cast the deciding vote between the new languages of the Proposal.

Resubmission – Once the Subcommittee voting process has been completed, the Proposal shall be resubmitted to the floor for a second vote. With this second vote, all Nomic Members who voted during subcommittee will have 12 hours to vote between the following options: yea, nay or abstain.

Back online in time to vote yea. But I gotta go right now, be back in about 6 hours.
aye for the team
Squigs44 (273 D)
04 Aug 14 UTC
@kasi - we did not pass the 24 hour rule, because amendments could not be made, and so when we voted for it, is was illegal.

I propose for the queue that the expiration time of 24 hours does not begin until the proposal has become active (so anytime it spends on the queue does not count towards the expiration time).

There we go, now we can pass that proposal hopefully.

I vote aye to Atrum.

Atrum (458 D)

We don't have too many active people anymore, but we are slowly getting general problems (and 'loopholes') solved.
Atrum (458 D)
05 Aug 14 UTC
Active Members: Atrum, kasimax, Socrates Dissatisfied, erza willis, Squigs44.

Current Proposal: 'Spirit of the Law' Bill

Current Votes:
Aye/Yea: Atrum, Squigs, SD (passed at the point of reaching majority), though for purposes of noting, all 5 active members voted aye/yea.
Atrum (458 D)
05 Aug 14 UTC
Rules in Place:

1. No Dice Rolling
2. First player to accumulate "exactly" 500 nomic pointz wins
3. The winner can only win on a BST weekday
4. The current players are to be tracked.
5. All proposed new rules, proposed rule changes, or proposed rule deletions require a simple majority (more than half) of those playing, in order to pass, with the proposer automatically presumed to vote in favour unless they state otherwise. As soon as the proposal has collected the necessary votes to either pass or fail, voting on the subject will be closed, and any benefits that come with voting on this matter will be only distributed to those who voted before the proposal was passed or rejected. Furthermore, the final two sentences of this rule will apply to all voting that has taken place during this game of Nomic.
6. Current Players are referred to as Nomic Members.
7. Game is not turn-based.
8. To be a Nomic Member, new players must have backing by at least one Nomic Member.
9. Each Nomic Member may only propose one rule change / amendment / deletion per hour.
10. Any rule, amendment, or deletion proposal that has not passed within 24 hours of being suggested becomes rejected automatically.
11. Only one rule proposal or amendment may be open for consideration at any one time. Once a rule proposal or amendment has been made, voting on that proposal or amendment must be concluded before any other proposal or amendment can be made. Furthermore, we are resolving open proposals or amendments by a queue, and ghug gets 10 Nomic Pointz.
12. Nomic Pointz can be accumulated through +1's on this thread.
13. All Nomic members whose username does not start with a capital letter gains 50 Nomic Pointz.
14. Rules can be queued, but each person is limited to 1 rule in the queue.
15. If a player has not made a post in the last 24 hours, they are added to a list of inactive players. When a player is in the inactive list, they do not count towards the total of players currently in the game. To cease being an inactive player, the player must simply state that they have returned from inactivity. If a player has been inactive for 48 hours (i.e. has not made a post in the last 72 hours), they will be added to a ‘suspended’ players list. When a player is suspended, they are treated under the same conditions as inactive, with the following change:
Instead of being able to state that they have returned, they must ask to re-enter the council floor, which will prompt an immediate vote from the active Nomic Members. This vote requires the normal simple majority to pass, and if passed, the player is immediately re-added to the active Nomic Members list, making them count towards the vote total, and allowing them full voting privileges.
16. There is a President of Nomic. The President will be elected on a weekly basis, election to be held on Monday (GMT) in parallel with any other voting. Initially, the President will have no additional powers or privileges, but additional rules can ascribe them to whoever is the sitting president by referencing simply "the president."
17. All those that vote "aye" on this proposal while it is active and has not yet passed receive 25 nomic pointz. All those that vote nay on this proposal lose all of their nomic pointz. All those that do not vote on this proposal miss out on this wonderful opportunity for pointz. By making this proposal, Squigs44 is automatically voting "aye". If this proposal passes, it also gives Squigs44 an additional 10 nomic pointz.
18. Amendments and Deletions can be queued alongside Proposals.
19. 'Spirit of the Law' Bill

1) Revision
2) Voting

Pursuant to Rule #4: The Current Nomic Members are as follows (in order of Seniority): kasimax, socrates, Atrum,, ezra, Squigs44.

Inactives: President Eden, ag7433, guak, smeck83, ghug, VashtaNeurotic

Finally, reactivated!

Proposal: All inactives to be hereby banned without allowance for re-entry. I will pork-barrel this proposal and include that I, ag7433 (aye-gee-seven-thousand-four-hundred-and-thrice-the-third) am considered immediately 'inactive'
