That's not really a good definition. Not all forms of government power is bad; for instance, the power of the government to enforce is good, albeit underused. Socialism has more to do with the redistribution of wealth, which fundamentally rewards laziness.

Socialism is built up one step at a time, and Obamacare represents socialized healthcare, and it HAS driven up costs.

Of course the number of insured has gone up because Obamacare FORCES everyone to buy insurance. If a law said that everyone has to buy an iPhone or get fined 500 dollars, iPhone ownership would go up as well. That doesn't mean people are better off. It means they're spending less on food, clothing, and other stuff.
