Blacks and whites are not equal. They have different physiologies for a start, and different skin colour.

If by "the blacks" (lol bigot) you mean African-Americans then they have a historical and cultural difference that needs to be taken into account. If on the other hand you mean Americanised blacks ie. black Americans then they need to be treated like American males, which is different to the way you'd treat say, a chinese female.

Anyway I don't know what you mean do you mean in terms of welfare, legislation? Please clarify what you mean by treatment and who you mean by "the blacks" and "the whites".

So...to attempt to clarify...every person should be examined for their specific ethnic background and then be provided with a special set of rules as to how they are to conduct themselves in our society, with some being treated more or less leniently based upon their skin color, and the place of their ancestral origin. No because genetics are superficial at best. If you read some modern books on evolutionary biology, like Kate Distin's Cultural Evolution or Herbert Gintis's Human Reciprocity and it's Evolution, you'll soon realise that gene-centric evolution has basically been debunked.
