Community Reinvestment Act
If you do not know about this act, first passed in 1977 during the Carter administration and updated significantly during the Clinton adminstration, you should because it has had enormous impact on the United States.

This Time On Philosophy Weekly: Dawkins, Hitchens, and The New Atheists Get Heir Turn
I'm going to try something different with this week's go-around, as I think a few people believe me to be overly-agressive in pushing my opinions and also because this is a topic I've put off doing for a while now, as not a fan of the New Atheist movement, but not knowledgable enough about the particulars to try and tackle it. So, I aim to be more the receiver here, and I ask two questions, both inside--and I'll get my education from you all. ;)

webDip 1.01, user muting
Details on the new feature and version 1.01 inside

1.01 is mainly a bug fix release, but it does add muting. Users and countries can be muted, and this hides that users forum messages and private messages, and prevents them from sending further private messages to you.
Countries can also be muted, preventing their message from being sent to you and preventing past messages / global messages from being seen.

The mute icon can be seen on a user's profile page, within a chatbox in a game, and in game panels. Clicking on the mute icon will toggle the mute for that player on and off.
Mods / admins can't be muted.

Let me know if you spot any issues / have any queries

This doesn't work in anonymous games does it? If I mute a player and their messages disappear, then I know who they are don't I?

Otherwise, good work. I think it a very needed feature.
kestasjk (64 DMod(P))
02 Jul 11 UTC
Nope geofram, in-game mutes are done by country. This prevents anonymous user info leaking and lets people play in games with people they dont want to talk to outside of games
Feature was tested in gameID=62846 successfully.

So why can't I mute you, Kestas? :-P
Geofram (130 D(B))

Couple of issues you might want to know about:
- When you click unmute in someone's profile, the unmute happens, but the icon doesn't refresh.
- If you mute someone that started a forum topic, the topic still shows up on your main homepage.

I think an awesome addition to this would be an ability to mute forum topics without muting a member.

Fixed the profile icon refresh issue and it should now filter out threads started by muted users in the home page, also added something to the user settings page letting you browse your mutes

Letting people mute threads, not 100% sure on. People would use it to mute threads they're not interested in which would probably be okay, but for technical reasons it would be difficult to make it efficiently show the top 30 threads that you're interested in.
Pagination which took into account a specific user's blocked threads would be hard to do efficiently, and it might decrease activity (there are threads Ive participated in and enjoyed which I probably would have muted at first if given the chance)

Time was added to the games also in case of bugs which might need fixing, to give some buffer time, but the error logs are still empty after the initial pausing issue, so it looks okay.

Isn't this diplomacy?
Muting someone seems to be totally against the spirit of the game.

Regardless of forum issues, why would you ever want to mute a country?
You deprive yourself of a diplomatic option.
I've had to work with people I never thought I would have to work with a year before, and same thing the other way around. Don't ever mute a country.
+1 TheWizard.

I'd also recommend not wasting your time with muting thread options, kestas. You can't stop people from sending PMs to you and messaging you and bothering you in those ways, but you can simply choose not to open a thread if it's by someone you don't like.
And yes, you could still choose to ignore PMs and messages within threads. But messages within threads that are intended to harass detract from the thread and do nothing anyway. And harassing PMs actually do harm you by clogging up your recent messages. While not harassing, I've had a bit of a problem with unexpected messages blocking older messages I needed to see for organizing my invitationals this month.

But a thread does nothing but take up an insignificant amount of space on your display. No need to worry with it.
kestasjk (64 DMod(P))
02 Jul 11 UTC
It's intended as a way to prevent harassment (i.e. people being intentionally offensive), and I think it could serve a useful purpose in making trolls think twice before trolling. I wouldnt want someone to use it because they werent interested in diplomacy from another player in a game (but then they couldnt be much of a player anyway)

I think it could be made a bit less obvious in games, so that it's not always there as a clear option, because as it is now it's a bit too easy to mute someone. I like that in the forum you at least need to go to someone's profile to mute them.
But I'm not sure how else to do it for muting countries
I'd say leave it in the games as it is. It does serve a good purpose if someone is harassing someone else, and it wouldn't work at all in an anonymous game if someone had to go to another person's profile to activate the mute unless there were some recognition of a player (which isn't all that common).

It would be unfortunate if someone chose to employ that tool, but also a sign of inferior play -- and could actually be a diplomatic tool. If a player has muted another, for example, that's a surefire way to know they're enemies, and would help the muted player combat the disadvantage to be had from a mute by giving them an immediate data reference point for rallying potential allies to the common cause of eliminating the power employing the mute.
abgemacht (1076 D(G))

I think this is a great idea for PMs and forum posts, but I don't see the need in-game. This is diplomacy, after all, and the worst that a player can do is spam your one chat box, which you can ignore if you wish any way. In fact, this really gives more info to the sender: you can never tell if someone actually reads what you write, but you now know if they have muted you.

IMHO, I'd remove the option in-game. It really doesn't seem to serve a purpose other than giving people an option that will do nothing but hurt their skill at the game. The mute for PM and forum is excellent, though.

I agree. I think its all good minus the in-game feature.
Is there any way to have the mute button used as a sort of filter for threads? Say, mute any topic containing "metagaming" or "multi-accounting" or "socialism"?

I don't think this new feature is going to help anyone.
Amateur or impatient players are going to overuse this and mute after stab thus destroying the whole game for the rest of the players and themselves.
Also, someone harassing you?
Grow some balls and respond to him or just ignore him.
Muting is the tool of the retarded 12 year old that wants all attention over him.
I ll buy you candy instead kid.

On a related note, just muted my first player and I had to stop myself from laughing maniacally from the sheer pleasure.

Kids...
I hate the way that they get really quiet when you're putting in your diplomacy moves and when you get up to check on them (because quiet kids are synonymous with kids getting into trouble) and you find them throwing things into the toilet.

Yesterday I woke up after hearing the kids play in their room at 5:30 to find that one of them took off their diaper and thought it was a novel idea to do various things with their poop and top it off by peeing on his crib.
