Canada/US Union
As per the North American Union thread. If it were to happen how would you want it to happen? I am a Canadian, but I really like the US, so I would be in favour of this merger - under certain conditions.

1) The basic structure of the US government will remain and it will be a republic. (Executive (President), Legislative (Senate/house), Judicial).
2) The 10 Canadian provinces will becomes States.
3) Each will get 2 Senators. This will make PEI with 141,000 people the smallest state in the union.
4) The current electoral college method of electing the President will continue.
5) The house of representatives shall number 500 and shall be based on the following calculation
- Each member of the house of representatives should have a 4 year term alternating with the presidential elections
- no state shall have fewer then 2 representatives.
- The remaining 380 seats shall be distributed according to population as determined in the 2010 census in both countries.
- Each state can choose the method of distributing there seats, they can use either a district model or some form of proportional representation.
- The redistribution of seats shall occur every 10 years.
6) The Canada Health act shall be incorporated into the Constitution. [Each state shall provide its citizens with health care]
7) The states shall be considered semi-sovereign and shall have the power to tax including income and sales taxes.
8) The combined country shall be a member of the commonwealth of nations recognizing the Queen as head of the commonwealth.
9) The three official languages should be English, French and Spanish and the government shall provide services in these language where numbers warrant.
10) The district of Columbia shall revert to become part of Maryland.
11) The Government shall be decentralized. Washington MD should contain the House of representatives and President, while Ottawa should contain the Senate and the court.

Any other thoughts on what you would like to see if this happens.

@Joey - #8 is an absolute deal breaker. We fought and won our independence. why in the hell should we go back to being under *any* form of British rule. I guarantee that would never float.

#9 would meet resistance as the general populace is sick and tired of having the Mexicans have so much control over the language and services we provide to them. You don't saa the Indians over here *legally* require us to offer Hindi, so why should we allow the Mexican population, many of whom are here *illegally* to force us to adopt Spanish?

#10 - Never happen. We set it aside so no one state could claim ownership to the federal government or have a governor have rule over the president and the courts. Having the seat of national power be part of a state invites that state to abuse it's authority and exert undo influence ont he federal government. Imagine having the governor declare martial law and taking over the federal buildings. Making it part of another states invites that kind of disaster. In fact, if we implemented #11 as you suggest, Ottawa would need to become a separate entity as well, although that (moving the Senate and Supreme Court) wouldn't likely happen either. We need the Senate and House to be in the same location for their backroom deals which is, honestly, the only way some things ever get done. Plus, when the President calls on a Senator or a Representative, he wants them in his office, not on a phone/video conference. and could you imagine every time of the Supreme Court needed testimony from a Rep, having to fly them to Ottawa. The T&M costs would be unfeasible.
While I'd love to be Canadian, I have absolutely no idea what Canada gains by joining the US, except the chance to have a bunch of theocratically inclined yahoos deluge them with bad policy initiatives. Apparently, US citizens have a problem with having a head of state different from a head of government as well, although I personally see no problem with a purely nominal figurehead monarch.

I am a Son of the American Revolution. Like Captain Dan, my family has fought (not not necessarily dies) in every conflict this great country has been in until recently as I have no kids nor nieces or nephews related by blood.

yeah I am 100% with draug, though for different reasons on #8. The only reason I'm against 8 is because it means we need her permission to start wars, which, being America, happens quite often, and would thus be a problem.

RE: 10 & 11. Draug brings up good points. Plus, it really doesn't make sense to have parts of the government physically separated. It makes even less sense to separate parts of the Legislative Branch; they have a hard enough time getting along.

Re: 9 iirc, the US does not have an official language. Why would we need to change that?

Again, what are the benefits?

Yeah, I'd like to see what the Canadians get out of this. Distributing powers is nice and all, but at the end of the day there has to be a net benefit to all parties... and I'm not seeing that minor little thing described

Arrr well on #8 I should point out Draugnar said "why in the hell should we go back to being under *any* form of British rule." It's a common misconception that because our head of state is technically Her Majesty Queen Elizabeth II that Canada is under some form of British rule. That's not really how it works. Queen Elizabeth is the Queen of Canada, she just also happens to be Queen of the UK and Australia and New Zealand and all her other realms. But yes, I don't see Americans going for that anyway. Besides you can't have a President and a Queen (or King). You would have two heads of the executive branch of government.

The only way I can see any form of N American Union working is after some semi apocalypse situation that devastated but not totaly destroying society. This could brake up the old social, political, and economic situation. More likely though it would just fruther fragment N America, like Europe after the Roman Empire.

Let me ask our northern friends this. Does any of your money go overseas to the Queen in the form of taxes or levies or other government imposed financial obligation? If so, we fought a war to stop this country from having to do that anymore and I would join my brothers with rifle in hand to prevent us from *ever* doing that again.

I'm not sure actually. I think Canadian taxes actually support the Governor General, but don't quote me on that. For the record, and ignoring all the political and constitutional niceties, I do still think it's a bad idea. I was just saying, don't say that Canadians are under British rule. We're not, we are completely self ruled and self governing.

The US is arguably the single most powerful nation in the Western World. The President is commonly referred to as the "leader of the free world". Why would we want to give that up and turn our leader into just being a Prime Minister and become part of the UK?

Canada's foreign policy has nothing to do with the Queen, we can go to war with whomever we wish, and have been able to since 1931.
I'm certainly not aware of any obligation to go to war to defend the crown, the last time that happened was WWI.
And once again, Canada is not part of the UK. The UK Comprises England, Wales, Scotland and Northern Ireland. You're thinking of the Commonwealth, which is really just a loose association of countries no more binding than being a member of the G8 or La Francophonie.

No we don't. I think there's provisions in place to prevent us having a different monarch from the rest of the commonwealth should someone become catholic or something, but otherwise no. Certainly not in practice. We're big on separation of church and state up here.

The Queen is has no power or authority or control of anything or anyone in the United Kingdom.
She holds cerimonial authority only.
She has no power over our judicial system, she has no power over our armed forces, she has no power over our governments decisions or dirction.
We love & respect the crown & it brings in vast sums of money as a tourist attraction along with the history of our nation.
The queen is a servant of our nation but her influence as a monarch & host has great influence with other nations who have monarchs or supreme heads of nations when negotiations or trade deals are required.
She & her heirs are dedicated to the duty & responsibility they have been born to.
They give up their life to serve at our behest & deserve the respect & honour accorded to them for doing so.

I'm sure they do. But I'd rather not have a power who could technically take back the reigns at any time should they wish. In the end, the Monarchy still exists and could become a despot should one of the line choose to.

Actually, Draug, they could not. While the holder of the British crown theoretically could choose to exercise the powers they have delegated to Parliament, doing so would immediately trigger a Constitutional crisis and result in the dissolution of the crown's authority - unless you think a significant chunk of the population in the UK (and the member states of the Commonwealth) are hankering for direct rule by the House of Windsor

But who would the military back if that happened. The populace is unarmed in England. Hell, even law enforcement access to firearms is closely watched as the avergae bobby doesn't carry a gun (or has that changed?).

Doesn't matter, Draugnar. It would never stand. The military would not back the monarchy if it attempted to take over. And if it did, do you think even if access to firearms weren't restricted in the UK, that a handful of brits with guns would even remotely pose a threat to the British military? I feel like I'm debating with TMW.

But our populace isn't unarmed. There would be bloodshed in the streets and when it was done, there would be no more US of A as each state would split off from the union and declare their independence, some forming together (like Ohio, Kentucky, Indiana, Illinois, Michigan, and Missouri) to hold back the "federal" troops, others like Texas and New York going it alone as they know their cowboys and gangsters would give the feds a run for their money. Although Jersey would probably work with New York along with Maryland, and Virginia would be the frontline for a new confederacy.

So lately on the forum things have been getting a little heated. The Michael Vick thread got a bit personal, and the thread about Conspiracies crossed every possible line. I think we need to establish a set of rules for use both in-game and in the forum to ensure that WebDip keeps a certain level of class.

statistics
One cool thing about Richard Sharp's book The Game of Diplomacy (http://www.diplom.org/~diparch/god.htm) is his frequent use of statistics: he refers to how many British and American postal games have been played and how many games each power won, how often each power was eliminated (even how often they were eliminated by a certain year); which countries tend to do well when which other countries do well; etc. Has anything like that been attempted for WebDiplomacy? How hard would it be?
