The numbers are the players total points. The league will consist of four games played by each group. After all groups have completed their games, all players will be reorganized by points won in the league. The games will be points per supply center and any points won will contribute.

Another thing I need to remember is that while anonymous games may avoid people targeting each other explicitly, it makes it impossible to track down and berate those who don't join.

Everyone should post when they join..you still won't know which country they are, but will know they are signed up.
