Opinion on different map colors
I'm interested to know what people think of these colors, which apparently more commonly used on real boards these days:

Retreat Phase Suggestion
I know this has been brought up before, but I don't remember if there was support or not so I'll bring it up again. If a unit is dislodged and has no retreat options can we please change the code so a forced disband is automatic? It's incredibly annoying to wait on somebody to order his forced disband.

Bug?
http://phpdiplomacy.net/board.php?gameID=6952

This seems pretty basic, but there's either a bug, or I don't understand the rules? Take a look at the Iberian peninsula. Shouldn't the English attack on Spain cut the support to Mid-Atlantic Ocean?

"Researchers are now working on "soldier bots" which would be able to identify targets, weapons and distinguish between enemy forces like tanks or armed men and soft targets like ambulances or civilians."

Games don't draw while paused?
http://phpdiplomacy.net/board.php?gameID=6969
The game got screwed up because of a failed attempt to pause (which later passed); we then voted to draw and were told the draw would come into effect in 5 minutes, but it hasn't happened and our best guess is that that the game can't be drawn while paused.

(a) that seems wrong. If we've voted to draw, then it should come into effect regardless of a pause. (b) can we get the game ended?

Executive Orders associated with FEMA that would suspend the Constitution and the Bill of Rights. These Executive Orders have been on record for nearly 30 years and could be enacted by the stroke of a Presidential pen:...

EXECUTIVE ORDER 10990

allows the government to take over all modes of transportation and control of highways and seaports.

EXECUTIVE ORDER 10995

allows the government to seize and control the communication media.

EXECUTIVE ORDER 10997

allows the government to take over all electrical power, gas, petroleum, fuels and minerals.

EXECUTIVE ORDER 10998

allows the government to seize all means of transportation, including personal cars, trucks or vehicles of any kind and total control over all highways, seaports, and waterways.

EXECUTIVE ORDER 10999

allows the government to take over all food resources and farms.

EXECUTIVE ORDER 11000

allows the government to mobilize civilians into work brigades under government supervision.

EXECUTIVE ORDER 11001

allows the government to take over all health, education and welfare functions.

EXECUTIVE ORDER 11002

designates the Postmaster General to operate a national registration of all persons.

EXECUTIVE ORDER 11003 allows the government to take over all airports and aircraft, including commercial aircraft.

EXECUTIVE ORDER 11004 allows the Housing and Finance Authority to relocate communities, build new housing with public funds, designate areas to be abandoned, and establish new locations for populations.

EXECUTIVE ORDER 11005

allows the government to take over railroads, inland waterways and public storage facilities.

EXECUTIVE ORDER 11051

specifies the responsibility of the Office of Emergency Planning and gives authorization to put all Executive Orders into effect in times of increased international tensions and economic or financial crisis.

EXECUTIVE ORDER 11310

grants authority to the Department of Justice to enforce the plans set out in Executive Orders, to institute industrial support, to establish judicial and legislative liaison, to control all aliens, to operate penal and correctional institutions, and to advise and assist the President.

EXECUTIVE ORDER 11049

assigns emergency preparedness function to federal departments and agencies, consolidating 21 operative Executive Orders issued over a fifteen year period.

EXECUTIVE ORDER 11921

allows the Federal Emergency Preparedness Agency to develop plans to establish control over the mechanisms of production and distribution, of energy sources, wages, salaries, credit and the flow of money in U.S. financial institution in any undefined national emergency. It also provides that when a state of emergency is declared by the President, Congress cannot review the action for six months. The Federal Emergency Management Agency has broad powers in every aspect of the nation. General Frank Salzedo, chief of FEMA's Civil Security Division stated in a 1983 conference that he saw FEMA's role as a "new frontier in the protection of individual and governmental leaders from assassination, and of civil and military installations from sabotage and/or attack, as well as prevention of dissident groups from gaining access to U.S. opinion, or a global audience in times of crisis." FEMA's powers were consolidated by President Carter to incorporate the...

National Security Act of 1947

allows for the strategic relocation of industries, services, government and other essential economic activities, and to rationalize the requirements for manpower, resources and production facilities.

1950 Defense Production Act

gives the President sweeping powers over all aspects of the economy.

Act of August 29, 1916

authorizes the Secretary of the Army, in time of war, to take possession of any transportation system for transporting troops, material, or any other purpose related to the emergency.

International Emergency Economic Powers Act

enables the President to seize the property of a foreign country or national. These powers were transferred to FEMA in a sweeping consolidation in 1979.

I would agree if we were bein invaded by say, russia. but we're being invaded by the US military
valoishapsburg (314 D)
29 Nov 08 UTC
Hopefully when and if these orders were acted upon the Court would rule them unconstitutional (hopefully). It is rather scary that the president can decide what constitutes a national emergency. Also, if the government has back up plans for an alien invasion I find that hysterical.
Sicarius (673 D)
29 Nov 08 UTC
they've already been passed.
Invictus (240 D)
29 Nov 08 UTC
They're Executive Orders. They're not "passed."

None of this seems too crazy if they're implemented during a national emergency. If there was a nuclear attack, then the government better be legally able to put things under control or else there would be chaos.
Pandarsenic (1485 D)

"I would agree if we were bein invaded by say, russia. but we're being invaded by the US military"

By the time this happens, I'll be living in Europe.

I distrust the government too, man, but those measures will be necessary if any sort of non-U.S.-attack on the U.S. occurs.
Sicarius (673 D)
29 Nov 08 UTC
not disagreeing (exactly) but I dont think a forgein invasion is what they had in mind for those orders
Invictus (240 D)
29 Nov 08 UTC
Um, it was exactly that. That or a nuclear attack. Some of these are from the height of the Cold War and one's from 1916. 1916. The ones passed by Carter were probably in response to the Soviet invasion of Afghanistan. Ever heard of the Carter Doctrine? We could have had World War III then and the doctrine of the time was for a limited nuclear war where Europe would be the one turned to cinders with surgical strikes in either superpower. The government's primary responsibility is maintaining order and that's what these are for.
Sicarius (673 D)

They're not passed Sicarius, an executive order doesnt require passing. Also, it cant be ruled Unconstitutional until it has been implemented. I understand the historical context of many of these orders, that doesnt mean I like the concept any more because of it. I'm surprised Sicarius has left out some of Bush's executive orders.

They do both, Pandarsenic, and they do the latter so that they can be sure they are doing the former. Government is not out to get anyone.
Pandarsenic (1485 D)
29 Nov 08 UTC
They only do the latter to ensure there's support for the former.

They're not out to get anyone, but they're not there to help anyone either.
Pandarsenic (1485 D)
29 Nov 08 UTC
And if it becomes necessary for them to "get" someone to stay in power... they will be out to get that person.

A player has had to drop out of the tournament in the early years of round 1. Is there any soul out there willing to take up his mantle and carry on the struggle for him?

Links to the games will be in the first post. If you're willing to take up these positions, drop me a line at [email protected] ASAP. It'd be a pity to play a tournament game with a CD.
