They are doing absolutely nothing that suggests that they are communicating outside of the game at all. They haven't even worked together all that well.

That's the gunboat equivalent of offering an alliance. It's good solid play. Players who just stab everyone lose.

Germany moved to Bohemia, making it look like he was coming to help Austria. So Austria made a guess that Germany would move to TYrolia. Germany couldn't move Munich to Tyrolia, because that would leave Munich open to French attack from Burgundy. It was a guess, but a educated guess.

And the next turn, Germany attacked Austria in Vienna. Doesn't seem like cheating then, does it?
