Centurian, unless I missed something about your explanation, I do not see how a defeated fleet in Rum can retreat to Ser. Also, the rules of Diplomacy state clearly that no order received in retreat phase means "dismantle".

I think that it's the way things work on this site. Since the game didn't go to the unit placing phase you didn't have to remove a unit and so technically survived. I took over a game with 0 units in order to read some press of an ally in another game.

Yes this is an error, but there are two parts to it.
firstly, the game shouldn't finish just yet, as the turn is not over. However, in almost every case this doesn't matter anyway.
In your situation, whilst you would retreat to Serbia, it is likely Budapest would also retreat to Serbia, causing a bounce and thus meaning you both would loose your units, leaving you with no units and no supply centres.
Still, its not really a big issue.

In that case it becomes even simpler: he should definitely be out.

You should have got 0 points whether you "survived" or not, so it shouldn't really make any difference

That is true, although how it is displayed in his statistics will be different

(But in a future update it'll be able to tell whether retreats have a possibility of being successful, which causes a few (hopefully minor) problems at the moment)

Yeah I would have got 0 but because I've played only a handful of games it does make a big impact on my statistics so I thought I'd point out and aswell I never saw anything like it in my life.
