I think Cats are far more lovable. It has been proven cats increase positivity in their owners. They also purr and reduce blood pressure and stress. Plus you never hear some asshole say: "honey we gotta take the fucking cat for a walk, AGAIN"

Dogs smell, and they jump on people and slobber on you. Cats should win this thing.

UN II - Constitution, resolutions and proposals.
The world has changed. The time of a lonely superpower is over. There are 17 powers in the world, and each of them has a vote in the security council in the new United Nations (UN).
The purpose of the game is role-playing game of diplomacy where the diplomacy between countries is in focus, not the actual war. You should choose a role to play (the neutral country opposed all wars, the super-power wanna-be, the federalist, the I'm-just-gonna-fuck-you-up-IS-role, or any other role).

The constitution in short:
You can't move freely on land territories by default of the constitution. But you can move freely in the sea territories (not coastal).
Every land territory is an independent nation. There are 96 small independent nations, and 17 powers (starting with three territories each).
To make a proposal at least three powers need to co-sign it. The discussion of creating and writing proposals will be made private messages.
One proposal will be debated and voted on over a 2 day period. After that a new proposal will be debated.
If the proposal go through it will be a resolution that changes the rules of the game. So the rule of movement above can be changed.

Constitution of the United Nations of World Diplomacy IX.
The security council.
§1. The 17 powers has an equal vote in the security council.
§2. All other land (land and coastal) territories are to be considered as independent small nations of the world. They don't have a vote in the security council but they are members of the UN. There are in total 96 independent small nations in the world.
§3. The purpose of the security council is to uphold the peace and resolve conflicts.
Rules of movement.
§4. Any unauthorized movement into an independent small nation territory or a territory of a power is to be considered as an act of war, unless there is a resolution that allows such movement.
§5. The seas and oceans are international water and free for all powers to move in, unless there is a resolution that restricts such movement.
Segments of a turn
§6. Each turn consist of 10 days (the clock counting 9 days to 0 days). This will be divided into 5 segments:
a. 9 & 8 days before next turn (DBNT). Debate-and-vote segment 1.
b. 7 & 6 DBNT. Debate-and-vote segment 2.
c. 5 & 4 DBNT. Debate-and-vote segment 3.
d. 3 & 2 DBNT. Debate-and-vote segment 4.
e. 1 & 0 DBNT, is reserved for diplomacy in the private messaging and for making orders.
General Secretary.
§7. The security council will appoint one power to be the General Secretary of the UN.
a. The purpose of the general secretary is to keep the order in the assembly (the global chat) according to the constitution and the resolutions of the game.
b. The General Secretary decides how the constitution and the resolutions is to be interpreted if the powers don't agree.
c. The General Secretary will be responsible for deciding (in accordance to the constitution) which proposal is up for the next debate-and-vote segment, and to count the votes.
d. The power playing the General Secretary should be explicit about if they are in the role of power or General Secretary when they write a message in the Global chat.
§8. The creator of the Game starts as General Secretary.
§9. The General Secretary remains in office until
a. he/she resigns, is eliminated from the game,
b. OR a power nominates a new candidate for General Secretary and that candidate is elected.
§10. A power can at any time nominate a new General Secretary by announcing it in the Global chat.
a. The vote for the a General Secretary will take place in the next debate-and-vote segment, simultaneous with debate-and-vote on a proposal.
Proposals, debate and voting.
§11. The 17 powers can make proposals for resolution or amendment to the constitution in the security council.
a. By a resolution, moves into independent nations (powers or small nations), can be made legal.
b. Proposals can also be used to amend the constitution by removing, changing or adding parts of it, and/or remove and change earlier resolutions.
§12. To make a proposal at least three powers has to co-sign it.
a. A proposal can be made at any time.
b. The powers will agree on the wording and the content of the proposal in private messaging.
c. The powers co-sign by announcing it in the global chat. Anyone can co-sign a proposal. The co-signing is not binding, i.e. you can later vote against the proposal if you have co-signed it. A co-signing implies that you want to debate-and-vote on a proposal.
d. The proposal will be numbered by year and number (ie 2000.1).
e. The proposals can't be changed after they have been put forth in the global chat, but they can be retracted.
§13. Each segment will only debate-and-vote on ONE proposal. Which proposal is to debate-and-vote next is decided by
a. First: The proposal that has the most co-signings.
b. Second: The oldest proposal.
§14. Each power have one vote, and it has to be made before the segment deadline (i.e. exactly 8, 6, 4 or 2 DBNT) for the vote to be valid.
a. If a power votes more than once the latest vote will count.
b. A power votes by stating that they vote YES or NO in the global chat within the time of the debate-and-vote segment. A power can ABSTAIN by either state that in the global chat, or by not voting within the time of the debate-and-vote segment.
§15. Each power can debate the proposal as many times as they like in the global messages or in private messages, during the time of the debate-and-vote-segment.
a. Power cannot discuss other proposals during a debate-and-vote segment (in the global chat), but they can make other statements and discuss the world status in general at all times. (Note that powers can make a proposal at any time if they are co-signed by at least three powers (§12a), but not discuss its merits until the proposal is in an debate-and-vote segment).
§16. In the vote, to be in effect, a proposal must be approved by an simple majority (more YES than NO) of the powers still in play, if exceptions don't apply.
a. Exception: Changes to §1-3 of the constitution must be approved by a two-thirds majority (more than two-thirds of the remaining powers)
b. Exception: Moves into territories with an SC must be approved by a absolute majority (more than half of the remaining powers).
c. Exception: Votes on a new General Secretary must be approved by a simple majority. If the vote is tied, the old General Secretary stays.
Resolutions and amendments to the constitution.
§17. If a proposal is approved it will either, depending on its content, result in a change of the constitution, or to be called a resolution.
a. All proposals with a purpose not to amend the constitution is called a resolution.
b. The proposal can add, change or remove rules from the constitution or from an already existing resolution.
§18. A resolution is a new law that all nations are obliged to follow, same as the constitution.
§19. The resolutions will be numbered from #1 and upwards. (I.E Resolution 1).
Other rules.
§20. All other rules are in accordance to the rules of World diplomacy IX.

Proposal 2000.1

In the interest of protecting Africa, I propose the following way of splitting its most commercial states among its most powerful states:
The Protection of the Northwest Region:
Ghana shall be granted protection over Algeria and Morocco, and these states shall fall under the jurisdiction of Ghana.

Protection of the Northeast Region:
Libya shall be granted protection over Ethiopia and Chad, and these states shall fall under the jurisdiction of Libya.

Protection of the Central Region:
Kenya shall be granted protection over Zaire and the Congo, and these states shall fall under the jurisdiction of Kenya.

Protection of the Southern Region:
South Africa shall be granted protection over Zambia and Mozambique, and these states shall fall under the jurisdiction of South Africa.

In order to bring strength to law abiding members of the Security Council and security for all nations, each Great Power shall negotiate the peaceful merger with one, and only one, independent nation that contains a Supply Center (SC).

In order to achieve a successful transition, each nation must receive unanimous support from all nations on its local area (see Appendix I). Note that the Great Power needs only seek approval for the local area in which they seek to merge with another nation (for those nations who may be in more than one group).

If a unanimous approval of the local area is not reached, the Great Power in question may petition the Security Council of the United Nations to arbitrate. Then, it will require a simple majority of the vote.

If, still, a nation does not receive approval, it will post pone its merger until it receives said approval.

Therefore, each Great Power shall put itself into position to bring peace forces into an independent nation containing an SC by the fall of the year 2000. They shall not occupy any other nation, with or without an SC, at any point in time other than their appropriate partner nation. They may make use of sea lanes as provided by international law.

Appendix I

The Continents and Local Areas shall be defined as such:
North America: Quebec, United States, West Canada
South America: Argentina, Brazil
Africa: Ghana, Libya, Kenya, South Africa
Europe: Europe, Russia

Proposal 2000.3 by Near East.

In the interest of protecting Mediterranean nation, I propose that no nation can enter the waters of the Mediterranean. Since this forces a European fleet to be trapped in the Italian peninsula, I also propose the immediate annexation of the Iberian peninsula by the EU.

INTERPRETATIONS (By General Secretary Xi Jinping)
1. Co-signings CAN be retracted by stating this in the global chat. The reasoning is that as a proposal can be retracted (§12e), that implies that if only one power of the co-signers changes it's mind it can retract it's "signing" of the proposal.

The GS will decide which local area every SC belongs to, by using the definitions used the Wikipedia 7-contintent model (https://en.wikipedia.org/wiki/Continent).

If an territory can be considered to belong to two local areas, the power claiming that territory must have the approval of the powers of both local areas.

The GS considers West Siberia and Kazakhstan to belong to both Europe and Asia.
Turkey and Armenia belongs to Asia. Godthob to North America.

Proposal 2000.4 by Russia about legal jurisdiction of World Powers (absolute majority).

We express a growing need for additional security measures within our respected regions of the world; while acknowledging that these security protocols will prevent reckless nations from becoming a threat to the world community through unsanctioned land grabs.

We acknowledge that legal jurisdiction and by extension security protocols will be expanded over industrial, commercial, and sovereign territories.

We pledge to honor the traditions, rights, and religious creeds in acquired jurisdictions.

We state that political parties and expression within new jurisdictions will be treated fairly and given an outlet to express their voices in a more distinct way within the international, world, community.

We stress that new legal jurisdictions will be fully incorporated into our respective nations as full member states with local governments supported by the indigenous peoples of those states.

This proposal offers security and governance throughout the entire world community. Efforts have been made to increase regional jurisdictions throughout the entire globe. Further U.N. sanctioned amendments or proposals can increase jurisdictions not included in this proposal.

Proposal 2000.5 by Western Canada

The nations of Western Canada, Russia, South Africa, Russia, USA, and Frozen-Antarctica formally wish to address the issue of international waters. While all waters are in name international, there are certain waterways where no country would ever consider accessing unless war was declared. We therefore propose a limit to movement in the following areas unless authorization is given by the nations who will be listed next to it.
Hudson Bay-Western Canada and Quebec
Arctic Circle-Western Canada and Pacific Russia
RIS-Antarctica
Mozambique Channel-Kenya and South Africa
BoB-India
Java Sea-Oz
Gulf of Mexico-United States
Mediterranean-Europe, Libya and Saudi Arabia
Black Sea-Russia
BoS-Europe and Russia
Arabian Sea- India and Near-East.
The black sea- Russia and Near-East.
The North Sea- Europe.
BrS- Western Canada and Pacific Russia.
East Siberian Sea- Russia and Pacific Russia.

ANY nation seeking access must have it ratified by ANY NATIONS. This includes nations that are listed on access lists.
If any nation wishes for a certain waterway to be added onto the restricted waters list they can petition the UN, and need a proposal passed by a simple majority, as shown by the join proposal of Europe and Libya in the Mediterranean.

Nations seeking to move to any waterway on this list must request access from all the members listed to the right of that waterway. This includes nations that co-share the right to the waterway. For example, if I wanted access to the Hudson Bay, I need to request permission from Quebec even though I am also a nation on the list.
If any nation wishes for a certain waterway to be added onto the restricted waters list they can petition the UN, and need a proposal passed by a simple majority, as shown by the join proposal of Europe and Libya in the Mediterranean.

The General Secretary (or other UN representative who has been delegated the task) shall state in the global chat clearly and concisely the UN-sanctioned international moves for the following move phase. This announcement will be made every Spring and Fall at any time during 1 DBNT. If the announcement is found to contain errors, they can be corrected during 1 DBNT. If the GS (or delegate) fails to make such an announcement, no power shall be held liable for their misinterpretations or contraventions of international law in the ensuing move phase. Further, if the announcement contains errors, any move made in accordance with the erroneous announcement will not be considered illegal.

Proposition 2000.7

In order to address the nation of Frozen Antarctica for their breaking of international law, by taking the land of RIS, we believe that the following steps ought to be taken. However, it must be taken into account the circumstances revolving around the unfortunate event. The land is uniquely situated as to be unclear of whether or not it is a land nation or sea region. This is further evidenced that many were at first unsure of what had happened at all. In fact, in Proposal 2000.5, RIS was listed as a sea province. The nation of Frozen Antarctica also immediately issued an apology and promised to retire from the afflicted area. Therefore, I believe it just to take a tone of justice while also being more lenient or merciful due to the circumstances.

Firstly, all military forces must be immediately evacuated from the land of RIS.

However, even after this, we cannot deny that the land of RIS has been colored, so to speak, by the occupation of Antarctican forces. The land will forever be inclined to the nation of Frozen Antarctica. Therefore:

In the event of any new land acquisition bill that applies to Frozen Antarctica that grants them one or more land areas, the first - and possibly only - shall be defaulted and instead the land of RIS, being already semi-included in the power already, shall be substituted.

Proposal 2008 by Western Canada. Amendment to Resolution 1.

This is a proposed amendment to the passed Resolution 1. This intends to fix regions that were muddy in the original proposition, as well as make regions more fair for the countries in Asia. The regions that will be affected are as follows: Europe and Asia

The Eurasian region is difficult to divide. There have been issues with Russia not being a part of the Asian region, and China having authority over regions that do not affect them. Therefore the regions will be redrawn as such:
European Region: Europe and Russia. Includes Scandinavia, Ukraine, Baltic, BSt, and Russia's most Western territory.
West Asia: Near-East and Russia. Armenia, Turkey, Iran, Tkm, Uzb, and West Siberia*
North Asia: Russia and Pacific-Russia. Includes Kamchatka, Kazakhstan, West Siberia*, Omsk and Irk.
East Asia: China and Pacific-Russia. Mongolia, IMo, Lan, Bur, Tha, Vie, Hei, Kor, and Jap
South Asia: India. Includes all nations bordering India's starting territories as well as Afg and Taj.

Due to the regrettable actions of the United States of America, we, the delegates of these United Nations, find it necessary to impose certain sanctions in order to combat the imperialist actions of the aforementioned nation.

Therefore, the following list of sanctions shall be levied upon the United States of America by the members of the United nations:
1) The USA must withdraw all military units to its home centers of California, Texas, and Florida immediately.
2) The USA shall give up its newly conquered possessions and they shall no longer be considered their property.
3) The USA shall lose all claim to any territory that is not California, Texas, or Florida.

In order to protect other innocents, a blockade shall be formed by a coalition of neighboring states. They shall occupy the North Pacific Ocean, the Northeast Pacific, and the Northwest Atlantic. The coalition shall be formed by the Greater American nations of Western Canada, Quebec, Argentina, and Brazil. Other nations who are conveniently located shall be able to help if they desire (Ghana, Europe, Oz, etc.)

If the United States of America breaks any of these sanctions, it is deemed necessary that a coalition of United Nations forces will be assembled to strike the nation of the USA.

In the United States' defense, they claim that this was a misunderstanding, and therefore we shall not make these ultimatums. The sanctions and blockade shall be levied over a period of three years, starting after their imposition from Autumn 2000 until the end of Autumn 2003. If at that time, the United States has committed no further wrongdoing, the sanctions shall be unilaterally lifted and the blockade shall dissolve.

1) Move out of Bangladesh back to his home centre of Calcutta.
2) He shall also be banned from any further movement be it unit or fleet for the year 2000.

The very enemies of oppression, tyranny, and imperialism which we sought to destroy have reared their ugly heads in the bloody rule of the USA. It is impossible for the plight of the people of Mexico, Monterrey, Nevada, Indian Territory, or Newfoundland not to be heard as far away as South Africa or China. Their cries demand justice, and we have no choice but to come to their aid. Therefore, it is the somber duty of this council to completely denounce the actions of the USA and to seek the liberation of its victims. Furthermore, we must keep in mind the future victims of this regime, and must take preventative action by destroying the capability of the USA to wreak more havoc in the future.

We, the members of these United Nations do formally declare war upon the nation of the USA. We seek to completely neutralize the threat of the USA, destroying its capability to bring more destruction upon innocent victims. By the formation of a world-wide coalition, we will utterly defeat the USA.

Proposal 2000.11, by Mao's China - Granting India and Argentina a non-threatening center to equalize the world balance, and also removing the restrictions on Antarctica.

The world is in turmoil, and the evil has shown it's face. We haven't seen such agressivness in the world since the swaztika was flying it's colours over Europe, and the American oppression must be punished.

But as we must penalize the wrong-doers, we must also reward the ones that repent.

(1) Therefore, by this resolution, the following nations will be granted a merger with a non-threatening center. The merger must take place during the year of 2001, and after that this resolution is no more valid.

India will be allowed to merger with Bangladesh. India have shown their respect of the international law by following the consequences of resolution #5.

Argentina will be allowed to merger with Peru. They announced to go there in accordance to Resolution #1, but seemed to be stuck on hold. Resolution #1 clearly states that the deadline has past. The president doesn't answer when we call. This make the transition for a eventual new president easier.

(2) This resolution also makes Resolution#3 invalid, as a sign of trust to Antarctica that has followed the lead of the UN. Antarctica will not be bound to any of the consequences of resolution #3.

These nations should be forgiven, and have the same rights of all the righteous nations of the world. We need a balanced world to meet evil. Let's focus on the real threat of USA instead of holding grudges.

The members of the military tribunal shall be Russia, Libya, and South Africa, with Russia presiding. They shall authorize or condemn any actions that exceed or are in some way in a grey area regarding the rules of engagement.

Appendix B
Actors in the anti-USA coalition shall have full ability to attack or occupy any region currently held by the USA. Neutral SC's shall be left unoccupied in the fall unless deemed necessary by a further bill. Neutral non-SC nations should be avoided at all cost and only infringed upon in the strictest of circumstances.

Appendix C
The exhaustive list of SC's a nation may occupy are as follows:
Western Canada: Indian Territory
Paficic Russia: California
Brazil: Mexico
Quebec: Newfoundland and Florida
Ghana: Texas

***Note that the USA will maintain one SC until decided upon by the security council.

Joinable games
I have been waiting months for this to make sense to me, but I still don't get it. When I click on Games, at the moment it says "Joinable (54)". When I click on the tab, I only see 1, and that game doesn't even have any joinable positions. What am I missing?

Seeking player for Argentina in UN roleplaying game!!
You want a different dip? You like the diplomatic part of diplomacy? Argentina's president is sleeping, and if he/she doesn't wake up there'll be a spot open. Then maybe this game is or you. The main thing is to be active in he global forum in a very slow world game.

JDip on Windows 10
I tried to install JDip the other day but I couldn't get it to work on Windows 10. It used to work on Windows 7 I think (unless I am thinking of XP).
Anybody had any luck getting JDip to work on Windows 10?

I have just started playing Diplomacy at vDiplomacy, and I must say I have been pleasantly surprised by a number of vDiplomacy innovations that don't appear to be available on webdiplomacy. Are there plans to introduce some of the same features here?
