Well, that got off track quickly. :) Fortunately, I think I've gotten answer to my question, so feel free to carry on with the insults.
I am considering putting effort into building a data-driven tool unlike the things described in this thread. I would want to use this tool to help me to decide what orders to submit in some situations during both gunboat and press games. It would not exploit flaws in the site framework in any way, violate messaging rules, violate confidences, or anything of that nature. Yes, that's intentionally vague, as I suspect describing it further may simply lead to an arms race. So, this is as much as I'm comfortable saying about it at this point.
I was hoping that there might be some guidelines already in place which would help me to figure out whether building it would be a waste of time without triggering said arms race. It would seem that there aren't, so if I do move forward with the idea, it will probably make sense to have a proactive conversation with the mods before using it.
Oh, right, I did say feel free to carry on the with insults. Can I go next?
@Split: I guess when I saw your screen name, combined with some of your posts about English not being a native language, I assumed "Split" referred to your hometown. Does it instead refer to a dissociative disorder?
