The Improbability Drive can't travel through time (or couldn't in the THHGTTG books I read) whereas the Tardis can go anywhere *and* anywhen.

That said, in "The Doctor's Wife" there's this dialogue between the Doctor and his wife (a women with the Tardis' mind in her head)
