I'm not really okay with that for two reasons.
First: having two accounts should be strongly discouraged, if not outright banned, _especially_ if it is unclear from the names alone that the accounts are owned by the same person. It should be obvious that having two accounts playing in the same game is DEFINITELY an example of blatant cheating.
Second, if you are playing in more than ten games, then you really aren't capable of conducting good diplomacy in each of them, unless you literally have no life outside phpdiplomacy at all. Remember that Diplomacy is not just about the tactics, which may only take a few minutes to follow through, but coordination between different powers, which takes a _lot_ of time. Indeed, I sometimes wish I could extend the time given between moves from 24 hours to 48 or more. But I expect I'm a minority in that regard.
Of course, if you really MUST play in more diplomacy games, you can always host a copy of the game yourself. But I expect that perhaps you'd be better off branching out into another online game with all this apparent spare time of yours, like Go or Shogi.
